The NOC Manager will have oversight of our Colorado Springs, Colorado based programs.    The successful candidate will be responsible for the following:

  • Establish system information requirements using analysis from the information engineer(s) in the development of enterprise-wide or large-scale information systems
  • Possess the ability to view and understand the end to end system and how requirements affect hardware, software, networking and security
  • Determine and identifies high level functional and technical requirements based on interactions with the user community and knowledge of the enterprise architecture 
  • Design architecture to include the software, hardware, network protocols, multi-layer security and communications to support   total requirements, providing for present and future cross-functional requirements and interfaces
  • Identify, assess, and present options for meeting functional and technical requirements, including hardware and software updates or upgrades
  • Responsible for developing high level system design diagrams 
  • Responsible for organizing and holding system level design reviews, including hardware, software, networking and security
  • Ensure systems are compatible and compliant with standards for open systems architectures 
  • Evaluate and analyze system problems in work flows, organization and planning and develops appropriate corrective action
  • Evaluate system failures and effectively resolves issues and identifies long term solutions
  • Support stakeholders/customers in defining solutions to solve complex multidisciplinary problems with long-term implications
  • Develop and maintain agreements with external organizations to coordinate required support
  • Lead existing NOC engineering and operator teams and  effectively communicates with internal team, customers, and  stakeholders
  • Manage engineering project schedules; evaluate critical path tasks and cost issues 
  • Identify and mitigates project risks
  • Manage multiple projects and prioritizes multiple tasks 
  • Remain flexible to tackle problems and issues with enthusiasm and tenacity, and recognizes or anticipates issues that could affect the project
  • Possess good presentation and writing skills suitable for O-6, SES and General Officer level reports and presentations
  • Develop succinct reports to assure shared understanding with customer and stakeholders


  • BS/BA in related field & 5+ years experience with network operations OR systems engineering design required
  • Experience dealing with military customers (briefings, presentation skills) required
  • Experience with MS Project or similar required
  • Able to obtain a TS/SCI Clearance required

Preferred Qualifications:

  • Experience managing projects within a CMMI Level 3 or similar environment
    Network technical or operations Certifications (CCNA, CCNP, etc.)
  • Radio communications experience to include Line-of-Site and Satellite Communication
  • Military service preferred with senior staff RF communications/IT experience/Networking experience
  • Current Top Secret Clearance with ability to obtain and maintain SCI
