Candidate will be the Business Operations Manager for the Navy’s largest Atlantic acoustic range, and would work with a large team in the Bahamas and other east coast sites in providing the integrated data environment, cybersecurity, and financialsupport for the range efforts.
Candidate must have a business bachelor’s degree and understand the work breakdown structure methodology. PMP certification is a plus.
The acceptable candidate must have completed at least a department head assignment aboard a U.S. nuclear submarine. Must have operated on Navy acoustic ranges during naval career. DAWIA test and evaluation certifications are desirable. Experience evaluating tests and/or trials highly desired.
Candidate must have experience administering and managing a large integrated data environment.
Candidate must have a working knowledge of the risk management framework implementation of NAVSEA and experience in cybersecurity implementation.
Must have experience with knowledge management practices.
Experience with Navy COMSEC highly desired.
Will assist in preparing work breakdown structures for complex ten yearcontract.
Will provide cost estimates for additional work required through contract modifications.
Will implement a document/data management system to manage a large library of technical material and which will prevent duplication of effort based upon affording access to previously-generated material. This includes knowledge management.
Will ensure the supporting staff exercise proper physical and operational security in accordance with Navy and DOD policy.
Will ensure communications personnel observe proper COMSEC procedures, including management of cryptographic equipment and materials.
Will manage the customer information systems, including migration to NMCI.
Plans and leads network or telecommunications administrators, engineers, and analysts in the set up, configuration, and support of highly complex internal and/or external networks. Manages the development and maintenance of all systems, applications, security, and network configurations. Determines goals and initiatives based on direction of business within the industry.
Develops network systems analysis standards and methodology consistent with technical requirements.
Manages complex operations that may include network design and development, network operations, network security, network monitoring, and production support activities.
Manages a team engaged in the operation and support of network equipment and schedules employees so as to obtain proper response in a timely manner.
Researches available technology and cost constraints to develop recommendations for network improvement.
Develops project objectives and timelines in consultation with senior management.
Forecasts budgets, employment levels, and performance metrics for project(s) and is responsible for completing network projects on time and within budget.
Ensures all systems are updated with the latest vendor updates and security patches.
Responsible for supporting the design, acquisition, installation and maintenance of LANs, as well as troubleshooting LAN related problems.
Responsible for the employment, training, motivation and discipline of assigned employees.
Performs additional duties and responsibilities as assigned.
Strong verbal and written communications skills.
Strong knowledge of the principles, methods, and techniques used in network administration and support.
Knowledge of modems, data scopes, patch panels, concentrators, associated terminals, and network management software.
Knowledge of desktop operating systems and applications.
A security clearance of an appropriate level may be required after employment.
