Job Description

Responsibilities/Qualification

Position Summary

Individual will be responsible for planning, directing, and leading major network projects involving PACFLT networks, systems, and C4I systems and processes in support of cyber teams and cyber hardening programs, cloud transition activities, and certification and accreditation for multiple systems located at both PACFLT Oahu and the Pacific Missile Range Facility (PMRF) on Kauai.


As the network organizational expert in the field, performs on highly complex network projects in the development, planning, designing, and implementation of network engineering plans and wide-scale networks for PACFLT, Oahu HI, and the Pacific Missile Range Facility (PMRF), Kauai, HI. Individual should be familiar with Navy C4I networks for operational, training and exercise use. Specific experience with the core simulation used in the Navy Continuous Training Environment (NCTE) is highly desired, as well as core maritime simulations used in Joint events. This individual will be responsible for providing network oversight and senior support for PACFLT and PMRF mission rehearsals, exercise, and live fire events. Understanding US Navy networks and their associated tactics, techniques, and procedures is critical. Understanding the NIST Risk Management Framework (RMF) and DISA STIG process for purposes of Network certification and accreditation is highly desirable.


Responsibilities

  • Defines specifications for highly complex and detailed schematics for network architecture
  • Performs in-depth engineering studies and analysis and recommends hardware and software selection, implementation techniques, and tools for the most efficient solutions
  • Conducts research on network products, services, protocols, and standards to remain abreast of developments in the networking industry
  • Applies advanced principles, theories, and concepts. Contributes to the development of innovative principles and ideas
  • Determines methods and procedures necessary to obtain desired results, such as support to accreditation and certification teams.
  • Recommends new hardware and software improvements to overall network design to best meet organization/customer needs
  • Monitors the implementation of networks to assure proper execution and provide resolution for complex system issues
  • Prepares cost/benefit estimates for network design, development, and implementation
  • Conducts project planning, cost analysis and vendor comparisons
  • Acts as advisor to management and customers on advanced technical research studies and applications
  • Provides training and assists lower level engineers
  • Performs additional duties and responsibilities as assigned


Education and Experience


Master's degree in related engineering discipline plus 10 to 12 years of directly related experience. CISSP preferred, CompTIA Security + at minimum required. Other professional certification(s) may be required.


In some cases, educational requirements may be adjusted or waived for more than 20 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.


Knowledge, Skills, Abilities


Two (2) years of specific expertise with Navy C4I systems, network architecture, security engineering, software development, hardware integration, rapid prototyping and rapid cyber tool development desired.


Five (5) years of experience supporting the Fleet Readiness Certification Board (FRCB) desired.


Two (2) years of specific experience with Fleet and joint service technology demonstrations, Navy and Joint programs Developmental and Operational Tests, Fleet exercise support, and experience supporting Fleet operational C2 and C4IST requirements is desired.


Personnel with combined experience supporting PACFLT and PMRF highly desired.


Knowledge in the implementation of Information Assurance Vulnerability Assessment (IAVA's)


Knowledge in the implementation of DISA Security Technical Information Guides (STIG's)


Knowledge of the NIST Risk Management Framework (RMF) and implementation processes and procedures


Understanding of IP networks (HTTP, DNS, DHCP, TCP/IP) to address and discern problems and implement solutions


Demonstrated command of engineering principles, methods, and techniques in network design and development.


Advanced knowledge of modems, routers, switches data scopes, patch panels, concentrators, associated terminals, and network management software.


Advanced knowledge of desktop operating systems and applications.


May require DoD 8570 IAT Level II certification (such as CCNA Security, CySA+, GICSP, GSEC Security+, CE) depending on job assignment.


A Top Secret security clearance with SCI eligibility is required upon employment.
