Bowhead seeks Mid-Level Payroll Specialists to join our team in Fort Lee, VA in supporting the Defense Contract Management Agency (DCMA) Financial Database Division. The Mid-Level Payroll Specialists will be assisting in coordinating Payroll Accounting Services and the operation of Civilian Payroll Customer Service Representative (CSR) functions as well as Timekeeper Functions (TK).

Essential functions will include:

• Will be responsible for "Run Book" synchronization of interface products; SDA, Labor Accruals, Gross Pay Files, Labor Rejects, Unmatched Transactions, etc. to resolution

• Running various DAI payroll reports (Timecard Detail, Timecard Summary, Audit Detail, Delegation, etc.) and resolve any associated errors

• Monitoring pay operations for data accuracy and accurate relationship of DCPDS, DAI, and DCPS. Evaluates system change bulletins and alerts to ensure the changes satisfy mission requirements of DCMA and assess their potential impact on the mission

• Resolving complicated and controversial pay issues requiring the full application of analytical skills, knowledge of DAI systems and computer tools to identify discrepancies in specific pay issues for individual employee cases

• Providing enhanced technical service to CSRs, limited timekeepers, employees and management

• Maintaining the DAI maintenance of employees throughout the Hire to Retire process

Requirements • A Bachelor's degree in Accounting, Finance or related field and at least five (5+) years of consulting experience related to functional or financial management policy, guidance or procedures is required

• Must be capable of creating white papers, point papers, approach papers or documentation in support of functional initiatives

• Must be able to plan, coordinate and conduct internal control testing and documentation to be compliant with OMB Circular A-123 audit standards and Management Internal Control Program (MICP) and produce artifacts for independent auditors to demonstrate agency compliance

• Must be able to manage functional and operational consulting efforts for ad hoc projects

• Must be able to draft standard operating procedures, desktop guides and other guidance as necessary to document end-to-end processes

• Must be able to reconcile DAI data and reports with DCPDS and DCPS systems output, content and interface results and advise the government of discrepancies and coordinate remediation with respective systems program offices

• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint

• Ability to communicate effectively with all levels of employees and outside contacts

• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
