Reports to the Director Pharmacy Services. Responsible for Pharmacy Services? business operations including procurement inventory management 340B coordination and financial processes for contracting. Also responsible for the coordination integration and department implementation of technology solution development and business intelligence for Lifespan (i.e. Rhode Island Hospital (RIH) The Miriam Hospital (TMH) Bradley Hospital (BH) and Newport Hospital (NH)Pharmacy Services and Lifespan Pharmacy LLC). Develops and maintains an effective work group consisting of direct and indirect report system and technology specialists pharmacists technicians and clerical/secretarial personnel to ensure that the Pharmacy?s business operations and technology provided in accordance with established policies and procedures and applicable laws rule and regulations. Monitors pharmacy services? business operations and technology through continuous quality improvement activities with consideration of the aging process and human development stages (neonate child adolescent adult geriatric) to ensure that the customer?s expectations are met or exceeded. Participates in the development and implementation of policies procedures and budgets for Pharmacy Services.
Participates in the development of short and long-term goals of pharmacy services in consideration of Lifespan?s mission its values and its key business objectives. Provides sponsorship to the function by identifying and recommending resources required to achieve the operating results and advocates appropriate resource allocation. Provides input into development of capital and operating budgets for the RIH TMH and BH pharmacy services programs; participates in explaining and resolving variances.
Promotes effective planning coordination and integration of Pharmacy systems and technology at RIH TMH BH NH and Lifespan Pharmacy as well as with other clinicians departments affiliates and outside agencies. Collaborates and consults with peers and colleagues by defining functional standards and translating them into usable policies procedures and standards of practice. Implements interprets and provides consultation for pharmacy policies procedures and standards of practice. Continually reviews and analyzes Pharmacy systems and technology recommending and implementing changes allocation of resources new technologies etc. that will increase the efficiency and level of service of the pharmacy.
Promotes that all policies procedures and related approaches to 340B include the most efficient use of personnel resources and other costs of managing
Effectively and continually maintains open lines of communication with all staff and management involved with the 340B program. Provides timely and accurate communication both written and verbal as appropriate regarding changes and continuous quality improvement activities including goals and objectives of the 340B program.
Oversees pharmaceutical contracting and procurement for RIH TMH BH NH and Lifespan Pharmacy. Collaborates with clinical pharmacist specialists to identify analyze review and recommend Formulary Management opportunities and initiatives. Coordinates pharmaceutical product and contract conversions in collaboration with site-supervisors and clinical pharmacist specialists.
Provides financial management support services including expense review charge capture revenue monitoring and budget management for RIH Pharmacy.
Assists with external and inter-department medication related information technology and systems. Participates in system selection planning implementation and management.
Responsible for the coordination and integration of Pharmacy information systems and technologies with other client server and mainframe systems at RIH TMH BH NH and Lifespan Pharmacy as well as with outside agencies. Provides recommendations related to and technical assistance in installation maintenance and enhancements of Pharmacy related systems and technologies. Ensures all information system and technology processes support established clinical standards of care meet or exceed patient care quality standards are in compliance with various regulatory agencies and consider age-specific needs of the patient populations served (neonate child adolescent adult geriatric).
Provides input and assists in the development of effective budgeting and utilization of resources (people financial material and equipment) to achieve agreed upon goals and objectives. Ensures that services support the system?s strategies while maintaining fiscal responsibility. Assists in development of systems and databases to support ongoing analysis and evaluation of salary and non-salary expenses and revenue allocation.
Responsible for the recruitment retention performance enhancement and competency assessment of subordinate personnel in collaboration with other managers and with the input of direct report supervisors and key constituents. Provides for effective employee relations to promote employee-manager effectiveness and satisfaction in the workplace. Ensures compliance with human resources policies and relevant organized labor contracts. Reviews the recommendations of direct report supervisors regarding employee relations and coaches them in providing staff with positive and actionable feedback to maximize the utilization and potential of the Pharmacy?s human resources.
Coordinates the integration of systems and technology with other departments to ensure customer-focused and coordinated delivery of pharmacy services. Responsible for the development implementation and evaluation of systems and technology to consistently meet or exceed customer?s needs through effective continuous quality improvement practices. Assists with Pharmacy performance improvement and quality control programs. Ensures all systems and technology support established clinical standards of care meet or exceed patient care quality standards are in compliance with various regulatory agencies and consider age-specific needs of the patient populations served (neonate child adolescent adult geriatric).
Effectively and continually communicates with the staff management and customers to facilitate the flow of systems information. Provides timely and accurate communication both written and verbal as appropriate regarding system changes and continuous quality improvement activities including goals and objectives of the Pharmacy as they relate to information systems and technology.
Maintains knowledge of and expertise in leading edge developments in pharmacy informatics services programs and innovative technology by participation in ongoing independent study education-related professional activities and affiliations.
Participates in or leads various committees task forces and performance improvement teams as needed.
Prepares papers for presentation at professional organization meetings submits manuscripts for publication in professional journals and authors articles for publication on the Pharmacy web site.
Performs other administrator duties as required.
Bachelor of Science in pharmacy information systems management or related field.
Advanced study or masters level degree or comparable work experience preferred.
Minimum of five years progressively more responsible related experience preferably gained in a similarly diverse and operationally complex health care environment.
Extensive knowledge and work experience with computerized pharmacy and health care information and dispensing systems operations and clinical pharmacy services.
Knowledge of personal computers including word processing web page design database management and spreadsheet design.
Effective verbal and writing skills.
Direct supervision of up to 8 FTEs supervisory and technical personnel.
Indirect supervision of up to 4 FTEs professional and support personnel.g
