Reporting within Charter’s regional government affairs organization, the Manager will assist the Regional Senior Director in developing and implementing effective strategies for state and local government affairs initiatives, and to support any related government affairs functions within the Midwest Region, principally in Minnesota which may include, among other things, franchise renewal negotiation, compliance and appearance before local municipalities, regulatory or legislative bodies
The Manager will assist the Senior Director with Minnesota franchise renewal activities in conjunction with other Government Affairs personnel that have a responsibility to renew these agreements. These responsibilities may include: filing forms, managing correspondence and other regulatory functions associated with renewing our agreements with local governments, preparing and executing municipal government and other required notices, and assisting the Senior Director and Region Team with other franchising activities.

Under the direction of the Senior Director, the Manger will help:

• Develop, coordinate, and execute government focused community activities across a designated regional area, including but not limited to Minnesota, Illinois, and Indiana

• Support government affairs objectives by enhancing company’s public image in the communities served

• Establish, build and maintain strong relationships and partnerships with community leaders, not-for-profit organizations, key corporate departments and other internal and external third party constituencies

• Work with government affairs to develop a strategic community strategy for the region, including identifying and coordinating community events, sponsorships and charitable contributions designed to support government affairs business objectives and policy initiatives

• Maximize local programming and other internal assets, including, but not limited to television production capabilities and public service announcements to enhance company’s community presence and to meet government affairs related objectives

• Track and file all franchise related documents to maintain a comprehensive electronic record of each franchise

• Prepare all required notices to municipal governments

• Help coordinate franchising efforts with the Regional Senior Director

• Prepare and execute franchise authority notices and communications required by state and federal statute and regulation

• Prepare notifications for renewals, track and manage any franchise compliance terms or related matters

• Other duties as assigned by the Region Senior Director

• Represent the company before external constituencies, including elected officials and other state and local government agencies, commissions and authorities, and organize and represent the company at community events and other external functions

• Respond to and monitor resolution of escalated complaints from local, state or federal government authorities

• Advocacy, lobbying and negotiation skills
• Political/government relations background
• Understanding of state and local government
• Generally 5 years related experience in the cable industry, government, public policy or legislative arenas

• Valid driver’s license
• Satisfactory driving record within company standards
• Auto insurance

• Significant community or government affairs experience; minimum of 5 years in government, public or community development

• Strong written, verbal and presentation skills

• Proven success cultivating and maintaining positive relationships with external constituencies, including community partners, government officials and other government and quasi-governmental organizations

• Ability to keep numerous projects on track and on budget

• Must have exceptional attention to detail and a proven ability to follow-through items to completion

• Proven project management experience, particularly with leading cross-functional teams

• Demonstrated results in developing and implementing successful programs and campaigns and executing events

• Proficiency in Microsoft Office tools (Word, Power Point, Outlook, Publishing, etc.)

Bachelor’s Degree or equivalent education
