PRIMARY PURPOSE OF POSITION

Manage the development, delivery and administration of an energy efficiency portfolio, approved by various federal state, and municipal agencies, to ensure cost recovery and minimize performance risk. Work closely with other Exelon departments and hired consultants in such areas as Rates, Marketing, Market Research, Planning, and Program Evaluation; to design a portfolio that ensures seamless development, implementation and evaluation of programs. Oversee controls and quality assurance efforts to verify that products, services, or energy savings are delivered as required. Drive process improvement efforts for all programs. Coordinate with the various regulatory agencies and manage this complex program sharing relationship on an ongoing basis.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

- Participate in all aspects of the portfolio development including evaluation of energy efficiency measures, design of programs design, assembly of portfolio, outreach to stakeholders, and filing of requirements. Work with Marketing, Evaluation, and other teams to design a portfolio that maximizes performance and minimizes risk.

 

- Lead implementation function for all energy efficiency programs (commercial, industrial and       

residential). This includes issuing RFP's, awarding contracts, obtaining legal review, tracking cost recovery and directing managers (C&I and Residential Managers) that oversee individual program managers within the portfolio.

 

- Maintain ongoing relationship with identified stakeholders and regulatory agencies to limit regulatory risks          

 

- Ensure that Accounts Payable (invoice review, verification and check creation) and Accounts Receivable functions (audit billing) are managed according to applicable Corp. Policies and Procedures and comply with appropriate accounting and Sarbanes Oxley rules.                    

 

- Create and sustain an environment that fosters Exelon corporate values. Drive continuous improvement in quality and productivity of employees through the Performance Management Process.  Counsel, develop, direct, evaluate and instruct employees.       

 

- Oversee staffing levels including contract resources to ensure achievement of established goals and

to maintain optimal staffing levels           



POSITION SPECIFICATIONS
Minimum:
Bachelor's degree in business, engineering, or other relevant discipline

Ten or more years energy conservation / energy efficiency work experience

Strong leadership and negotiation skills

Strong interpersonal skills and previous experience and relationships with external stakeholders, including regulators among various governmental agencies

Thorough understanding of the regulatory oversight and prudency requirements guiding the department's work

Demonstrated understanding of the Company's objectives and standards relating to customer relationships

Demonstrated ability to work within established budgets and deliver promised results

Thorough understanding of deferred accounting in the utility environment

Ability to communicate with and direct a wide variety of professionals ranging from technical engineers to clerical support staff is required

Preferred:
Graduate degree in business, engineering, or other relevant discipline

Contract management experience

 

Qualifications

 

Plan, implement and manage energy efficiency programs approved by the approved by various federal state, and municipal agencies, As part of managing the portfolio and achieving the goals, work collaboratively with various governmental agencies in their implementation of energy efficiency  measures, recognizing potentially different agendas of their organization. Fulfill the day to day requirements to serve customers participating in energy efficiency programs.

 

Hire, manage and develop professional staff including, group managers, program and contract managers, and energy engineers to provide oversight of various sub-contractors and program fulfillment vendors.

 

Ensure that programs are delivered according to rules and regulations of various oversight agencies to ensure cost recovery. Ensure that Company exposure to litigation risk is minimized.

 

Manage all customer relations' issues arising out of energy efficiency programs.

Provide data analysis and subject matter expertise in responding to data requests or implementation of oversight agency orders., including legislation.  This includes annual reporting of results.

 

Lead the development of the annual Cost Plan and ensure, , alignment with regulatory agency or legislatively  approved goals and budgets.

 

Number of personnel managed (direct):  7-15, (indirect): 30 – 50, plus    numerous contractors delivering programs.

 

Financial: Manage program expenditures of approximately $ 100 million to $200 million annually.
