Purpose of the Mgr, Contract Management & Compliance Position: Responsible for the management, administration  and ongoing maintenance of GCI’s Public Sector contractportfolio and associated compliance activities. Responsible for coordinating contract management and compliance activities with GCI Business program staff in support of both current and new business opportunities with an emphasis on and responsibility for managing GCI contract administration and compliance activities under the Federal Acquisition Regulations (FAR). Assist with the preparation of cost proposals, budgets and financialreports. Participate with the  GCI Corporate Compliance Management Team in support of the FAR and collaborate on an as needed basis with GCI staff responsible for USAC rural health and schools and libraries programs.  Maintains accurate records as needed to carry out business functions and adheres to controls and procedures as applicable. Collaborates with other GCI contracting and pricing teams to ensure GCI best practices and policies are followed.


Essential Duties of Position: This key administrative management role actively leads the development and implementation of a coordinated and sustainable public sector contract management and  compliance practice and actively collaborates with the Legal Department, GCI Business and other working and support groups throughout the organization including: teams of managers and/or senior managers within a specialized area; is accountable for outcomes; works with directors, senior directors and/or vice presidents of given department to assist in the development of departmental short and long-range compliance objectives, plans, budget and policies. Outlines and coordinates defined training requirements of key individuals to ensure compliance best practices and standards are maintained. Reviews federal, state and municipal opportunities and project contract documents to support the effective and timely management of GCI’s internal and customer facing project and public sector compliance obligations. Establish a plan, in coordination with GCI Legal Department, including priorities and timelines, for reviewing and revising GCI Business compliance initiatives, related policies, procedures, and forms. Owns and maintains GCI’s compliance tracking and auditing tool and is responsible for all annual assessments, audits and new project builds in the tool.


Policy & Procedures:

  • Maintain a knowledge base of GCI contract FAR and USAC provisions, internal compliance policies and procedures.
  • Develop and maintain public sector contracting and compliance policies, procedures and standards in conjunction with GCI Legal Department.
  • Examine policies, procedures, and practices to ensure compliance with laws and regulations and implement any needed changes in conjunction with GCI Legal Department
  • Develop departmental work instructions as well as training for auditing activities.


  • Management of risk identification, mitigation and exception / acceptance processes.
  • Support the organization as subject matter expert in assessing risk both for designated initiatives GCI Business internally and externally.
  • Draft recommendations to communicate results and findings to management in an efficient, timely and concise manner.


  • Support the organization as subject matter expert in compliance assessments both internally and externally.
  • Assist project teams with implementation of compliance frameworks.
  • Monitor industry regulatory environment for impact on programs and changes to compliance standards.
  • Monitor and assure compliance for all applicable regulatory and non-regulatory requirements.
  • Draft recommendations to communicate results and findings to management in an efficient, timely and concise manner.

Dependable with commitment to meeting deadlines; ability to manage multiple projects with minimal supervision within varying and changing priorities and timelines. Excellent communication and interpersonal skills – ability to work collaboratively with multiple departments and produce results. Strong writing and presentation skills to include writing in clear, concise English and a manner that is easily understood by a variety of audiences. Computer Knowledge: Proficiency with Microsoft Excel or equivalent spreadsheet software; proficiency in Microsoft Word or equivalent word processing software.


  • Minimum of seven (7) seven years of corporate contract management and compliance experience, preferably with experience developing and implementing policies and procedures relative to the FAR;experience in the Telecommunications, Oil & Gas, or Defense industries preferred.  
  • Knowledge of FAR procedures and requirements.
  • High School diploma or equivalent required.
  • Bachelor’s degreerequired, preferably in Economics, Accounting, Business, Finance, or Communications fields.
  • In addition to minimum experiencerequired, degree may be substituted with relevant exempt work experience on a year for year basis.
  • Industry specific certifications are highly valued and can contribute toward education.
