The Purchasing Manager will be responsible for managing Indirect material procurement teams for our multi-site organization. These activities will include strategic sourcing, supply risks & shortages, evaluating suppliers, and identifying projects and tracking savings. The candidate should also have knowledge and/or experience with supply agreements, negotiations, and standard purchasing metrics & objectives. The Purchasing Manager will effectively manage and lead a small team of Direct Reports, advising on day-to-day activities and decisions, as well as identifying and driving the purchasing strategy. The purchasing team is primarily located in Elkton, but this position will have responsibilities for all sites – Elkton, Southaven, Phoenix, Canada, Somerset, Puerto Rico and Kalila Medical, requiring travel to other sites and/or on supplier visits. The Manager will set goals for the department; monitor activities to assure the goals are met, and proactively manage performance. The position will assist with budget preparation and manage special projects assigned by management.
1. Primary liaison between TMC and suppliers for communication including negotiations, RFQ/P, product requirements, quality issues, timelines, sample requirements, inventory builds, and ongoing material requirements. 2. Identify, evaluate and select suppliers that meet the internal customer needs. 3. Interacts with internal customers to provide expeditious customer service. 4. Drives supplier qualification and selection activities. 5. Manages vendor contract stocking agreements with an annual review plan to qualify renewal. 6. Assumes leadership role in managing key strategic supplier relationships. 7. Establishes and maintains clear and effective purchasing policies and procedures. 8. Manage team, providing coaching, feedback and development to meet objectives. 9. Facilitates cross functional meetings to resolve open issues as needed. 10. Handles product rejections or other problems on products purchased. 11. Obtain the lowest possible long-term cost through negotiation, competitive bidding, and market and supplier knowledge. Analyze and evaluate quotations from potential suppliers. 12. Occasionally leads project teams on supplier projects. Monitor, coordinate, and control supplier communication. 13. Meet with suppliers to evaluate services, products, and seek out cost reductions, quality improvements, and new products. 14. Ensure information flow between suppliers and internal stakeholders (Supply Chain Planning, Purchasing, Supplier Quality, Receiving and Inspection) on an operational level. 15. Partner with Supplier Quality as it relates to Supplier Controls. 16. Assist with supplier qualifications, disqualifications and audits. 17. Maintain procurement records in accordance with prescribed procedures and practice. 18. Supplier Relationship Management- Building a process for identifying critical suppliers (Supplier Segmentation), measuring their performance, and driving continuous improvement and collaboration. 19. Utilize the ERP system to ensure timely processing of requisitions and purchase orders. Ensure changes are input into the ERP system and documented in a timely manner in accordance with established procedures and legal requirements. 20. Analyze supplier capacities and capabilities, and initiates and develop team approach to complex sourcing decisions. 21. Understand and support achievement of standard metrics such as: on-time sourcing, cost savings, capacity management, and diversity sourcing. 22. Partner with appropriate stakeholders on sourcing activities to encourage diverse supplier utilization. 23. Reviewing and developing confidentiality agreements, development agreements, and supply/service agreements. 24. Oversees special projects to ensure quality and completion. 25. Performs other job-related duties assigned.

Requires Bachelor’s Degree in Engineering, Economics, Supply chain or related field.
Minimum 8 years related business experience preferably in a medical device manufacturing environment (or similar highly regulated industry).
Minimum 3 years managing and leading a staff.
Project Management experience preferred
Experience utilizing an Enterprise Resource Planning (ERP) system. SAP/Ariba preferred
Familiarity with FDA’s Supplier Controls.
CPSM, C.P.M., SPSM or any other procurement certifications a plus.
