The Scoop:

The Manager, Proposal Services reports to Sr. Director, Proposal Services and provides effective management of a team of Government proposal specialists as well as the proposal process in an effort to develop new business and retain current clients. This individual formulates proposal strategies, oversees staff, and ensures timely customized and accurate responses to highly complex RFPs. They will assists sales/business development team(s) with strategies and competitive assessments.

What You Get To Do:

  • Launch proposal capabilities for a new line of business
  • Oversee strategic planning and management of the proposal development process.
  • Interface with senior management to determine bid/no bid recommendations and organize fact-finding meetings and establish guidelines for strategic vision to enter markets.
  • Responsible for content of all final drafts, including cover letters, table of contents, compliance matrices, RTMs, confidentiality agreements, licensing and certifications, signature forms, MBE/WBE (and the like), and attachments.
  • Assist with developing strategy, creating pre-work material, storyboarding, outlines, solutioning and guiding architecture, and competitive assessments.
  • Oversee coordination of supplemental analyses and associated Gantt charts and/or project plans.
  • Educate proposal team members, SMEs, and business development staff on writing, editing, and researching. Responsible for ongoing accuracy of client reference lists and employee biographies and resumes. Work with senior staff and key SMEs to appropriately solution for new business requirements
  • Evaluate tools to automate the proposal process. Improve proposal productivity and quality, including content changes and use of web-based solutions.
  • Provide day-to-day management of department, including administering department policies, business processes, and quality standards. May develop departmental policies and procedures as required. Provide input for departmental budget and monitor

What You Need:

Education and/or Experience

For consideration candidates will need a Bachelor's degree (BA) from a four-year college or university. A degree in Marketing, Business, English, Journalism or Communications is preferred; and seven (7) to ten (10) years related experience or equivalent combination of education and job related experience. Candidates should have a minimum of five (5) years of previous experience managing and/or supervising staff. It is also desired this individual have extensive writing experience in a sales proposal environment, specifically in the Government space, and in depth knowledge of pharmacy benefits management or MMIS environment.

Computer Skills

To perform this job successfully an individual should have advanced proficiency in MS Office / Word, Excel, Outlook and PowerPoint, Visio, Access; Knowledge of Qvidian, FrameMaker, MacroMedia is preferred.
