Our Procurement Contracts Manager/Counsel supports the business of ICE through contracts management and negotiations and embodies our core values of integrity, profesisonalism and transparency.
This role functions as a subject-matter expert for in vendor and contract management and contract negotiations including pricing, business requirements, service level agreements and legal terms and conditions. This position includes RFx development and management of the RFx process, creating and negotiating contract documentation, and working collaboratively with the all internal groups.
Responsibilities
- Provide creative, cost effective contract solutions that meet the organization’s business, technological, financial, and legal needs
- Work closely with the global business and technology groups to understand their requirements, plans and business strategies and leverage knowledge in leading contract negotiations with external vendors to generate savings and mitigate risks
- Prepare, review, and negotiate various contracts involving hardware, on-prem software, SaaS, and leases, financing and credit agreements among others
- Lead and manage the RFI, RFQ and RFP process; evaluate proposals and bids; negotiate, draft and review contract and pricing provisions, legal requirements, terms and conditions; and monitor contract compliance
- Ensure compliance on anti-corruption, data protection and data privacy matters, including GDPR and CCPA
- Ensure compliance with all corporate policies and procedures relating to the contracting of goods and services
- Effectively manage existing contracts and contract renewal processes, including managing the renewal of license and support agreements
- Ensure all contract paperwork is generated and issued in an efficient manner to ensure continuation of coverage and mitigate risk for the company
- Maintain contract files to ensure accuracy and completeness
- Develop and manage vendor relationships compatible with organizational mission and goals
- Perform industry research and utilize industry knowledge to develop successful negotiation strategies and structure for business relationships
- Maintains control and spending reports
- Generate queries and reports from the procurement systems as required and maintain procurement specific configurations as necessary
Knowledge and Experience
- Juris Doctor Degree Required
- 7+ years of procurement experience
- 4+ years of contract and project management experience
- Experience in negotiation of IT, facilities, software licensing and support agreements, market data, marketing and consultant services agreements with major vendors
- Knowledge and working experience with Oracle Cloud
- Must be a self-starter, team-oriented leader, with a proven track record of implementing and delivering cost saving initiatives and successful contract negotiations
- Must be customer focused and have strong leadership, technical and communication skills
- Able to work collaboratively and productively with other departments to a successful result
- Well organized, detail oriented with strong problem solving, conflict resolution and analytic skills
