About T&D:

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distributionfacilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.


Position overview:

The Manager, Vegetation & Forestry Management is responsible for the oversight of approximately 8 direct reports within the Vegetation Management Organization (VMO).  The VMO operates throughout SCE’s service territory and the manager is responsible for ensuring compliance to all rules, regulations and standards for SCE’s vegetation management programs including:

  • Pre-inspection, trimming and removal for compliance

  • Dead, dying and diseased tree pre-inspection, removal & tracking

  • Weed abatement

  • Right-of-way clearing

  • Management of VMO’s contribution to the Wildfire Mitigation Roadmap

  • Other vegetation management activities as requested and assigned

The manager is also responsible for assisting in the strategic direction, continuous improvement, benchmarking, risk management and adaptation of the department to the ever changing regulatory landscape.  This includes creating and maintaining strong working relationships with Federal, State and local governmental agencies involved in vegetation management related activities.

Typical Responsibilities:

  • Manage a direct staff of approximately 8 Technical Specialists and a portion of the external contract workforce of approximately 1,400 employees.

  • Provide support to T&D construction, maintenance, and compliance activities

  • Enable the development, adoption and advancement of technology, including Geographic Information Systems (GIS) and work management solutions.

  • Manage resources and budget levels to meet strategic objectives and operational needs

  • Make, recommend, and/or approve employment decisions (e.g., hiring, promotion, pay, rewards/recognition, succession planning, and discipline)

  • Manage employee and contractor safety and commodity performance

  • Establish and manage performance expectations and goals to align with Company objectives, policies and procedures

  • Manage and develop staff by providing timely feedback, coaching and support

  • Meeting the desired pre-inspection & trim schedule for the annual cycle

  • Provide accurate and up to datereports to those agencies that require reports

  • Ensure no violations issued from those agencies that monitor compliance driven work and have the ability to issue citations

  • Ensure no significant observations from audit review from both internal and external sources

  • Ensure any audit related findings are managed to completion appropriately

  • Manage department direction/improvements to ensure compliance in an ever changing regulatory environment

  • Manage existing and new contracts with vendors to ensure compliance, performance and cost effectiveness

  • Ensure a safer and more reliable power grid and system via enhanced vegetation management practices

  • Manage enhanced tree removal program in the compliance space

  • Review and update (as needed) policies and procedures related to Vegetation Management to ensure maximum compliance and cost efficiencies are obtained.

  • Monitor and adjust quantifiable metrics to ensure reliability and continuous improvement.

  • Ensure compliance with Company standards and all regulatory requirements.

  • Control budget and quality and quantity of contractor work.

  • Continue to seek ways to control costs while maintaining or increasing efficiency

  • Ensure the successful evaluation and continued implementation of the Affordability initiatives.

  • Benchmark and increase involvement in NATF and other national groups.

  • Manage assigned items from the Wildfire Mitigation Roadmap

  • Management of change to new work management system (internal and external)



Minimum qualifications

  • 5 or more years of combined experience performing vegetation management or supervising an organization

  • Experience managing budgets


Desired qualifications

  • Bachelor’s degree

  • Certification as an Arborist by the International Society of Arboriculture *NOTE: Utility Specialist is an advanced certification only after someone has achieved Certified Arborist.

  • Demonstrated safety leadership

  • Demonstrated experience building and managing teams through significant change

  • Experience managing large and complex projects/programs

  • Experience managing a large contractor workforce

  • Demonstrated experience with SCE’s Transmission and/or Distribution operations

  • Experience with Geographical Information Systems (GIS) and software-based work management solutions.

  • Experience acting as an expert witness and Person Most Knowledgeable (PMK) of SCE policy and operations.
