Essential Duties and Responsibilities include the following. Other duties may be assigned. 

Developsand administers various human resources plan and procedures for all companypersonnel

Plans,organizes and controls all activities of the department. Participates indeveloping department goals, objectives and systems

Recommends,implements and annually updates the compensation program; rewrites jobdescriptions as necessary; conducts annual salary surveys and develops meritpool (salary budget); analyzes compensation; monitors the performanceevaluation program and revises as necessary

Develops,recommends and implements personnel policies and procedures; prepares andmaintains handbook on policies and procedures; performs benefits administrationto include claims resolution, change reporting, approving invoices for payment,annual re-evaluation of policies for cost-effectiveness, information activitiesprogram and cash flow

 Developsand maintains affirmative action program; files EEO-1 annually; maintains otherrecords, reports and logs to conform to EEO regulations

Managesrecruitment effort for all exempt, nonexempt and temporary workers; writes andplaces advertisements; works with supervisors to screen and interviewcandidates; conducts reference checking; extends job offers; conductsnew-employee orientations; monitors career-path program and employee relationscounseling; conducts exit interviews

Establishesand maintains department records and reports. Participates in administrativestaff meetings and attends other meetings, such as seminars. Ensures accuracyof organizational charts and employee directory

Evaluatesreports, decisions and results of department initiatives in relation toestablished goals. Recommends new approaches, policies and procedures to effectcontinual improvements in efficiency of department and services performed

Ensurescompliance with all federal, state and local employment laws

 Performstaff reviews and prepare performance documents for direct reports

SupervisoryResponsibilities: Manages the HumanResources Support Staff as assigned. Carries out supervisory responsibilitiesin accordance with the organization's policies and applicable laws.Responsibilities include interviewing, hiring, and training employees;planning, assigning, and directing work; appraising performance; rewarding anddisciplining employees; addressing complaints and resolving problems.

Education and/orExperience Preferred:  Bachelor degree in Human Resources Management orBusiness Administration; 7 years experience in the areas of Recruitment,Employee Relations, Compensation, Training and Development; or equivalentcombination of education and experience.
