POSITION OVERVIEW The SPLNG Manager, Health, Safety, Security, and Environmental (Manager HSSE) reports directly to the Director, Corporate Health and Safety, who is accountable for Health and Safety (personal and process safety management) practices, and Terminal compliance with environmental laws, regulations, and company policies as well as compliance with all security laws, regulations and company policies.The Manager HSSE works with the Sabine Pass LNG terminal managers to achieve safe, reliable and efficient operations, and to comply with environmental laws and regulations at the liquefied natural gas (LNG) terminal. The HSSE Manager ensures that hazards related to asset operation are identified and their risks assessed and reduced through prevention and mitigations. The Manager fosters HSSE learning and a culture of continuous improvement through knowledge dissemination, initiatives and compliance and assurance audits while leveraging support from Corporate functional disciplines.The Manager HSSE is responsible for implementing and ongoing supervision of the relevant HSSE training programs for the terminal and compliance with applicable HSSE regulations.  This position is responsible for overseeing activities between the Sabine Pass LNG Terminal HSSE Staff, Terminal Managers, visiting regulatory agencies (including as relates to inspections and enforcement actions), local law enforcement and local emergency response agencies (including as relates to incident management and response).  The Manager HSSE will be the primary point of contact for Terminal Operations & Maintenance Staff for implementation of Cheniere Energy, Inc. Policies as required for HSSE activities. KNOWLEDGE Understanding of all facets of LNG transportation, storage and processing with the requirements for application of health and safety,security, environmental compliance, maintenance, operations, governmental regulations and associated codes and standards.  In-depth knowledge of plant safety, security and maintenance procedures.  Knowledge of applicable Federal, Louisiana, and local laws, regulations, codes, standards, and permits requiredto operate LNG terminal facilities, includuing but not limited to those of FERC, USCG, DOT, PHSMA, NFPA, EPA, USCG, USACE,  and OSHA;emergency response planning, management, and reporting; chemical and hazardous material management; and comprehensive safety programs. Knowledge of Operational H&S Best Practices; Hazard recognition, exposure and required controls; Safe Work Processes in personal and process safety, occupational health and industrial hygiene; and Behavioral Based Safety Programs. Knowledge of permitting, notification, and reporting requirements of the Clean Air Act (Title V and PSD), Clean Water Act, Resource Conservation and Recovery Act, Emergency Planning and Community Right-to-Know Act, and associated requlations. RESPONSIBILITIES AND ESSENTIAL DUTIES

  • Participate in the development of the strategic imperatives for HSSE across Cheniere.
  • Promote safety leadership programs at SPL LNG.
  • Promote environmental compliance, stewardship, and mitigation at all job levels and across functions at SPLNG.
  • Provide guidance to SPL LNG leadership on HSSE matters.
  • Implement the H&S Policy and the strategic direction for HSSE management at SPLNG.
  • Develop and promote a positive HSSE culture within SPLNG.
  • Ensures that hazards related to asset operation are identified and their risks assessed and reduced through prevention and mitigations.
  • Collaborate with respective Corporate functions in defining and creating HSSE programs
  • Support the development and review of the HSSE management system’s documentation and practices.
  • Oversee the implementation and sustainability of the HSSE management system and programs.
  • Identify and mitigate environmental risks associated with Terminal operations. 
  • Implement HSSE programs and plans to minimize occupational accidents, injuries and hazards.
  • Supervise direct reports in the implementation of incident management and investigation programs (including participation in Root Cause Analysis), manage closeout of associated corrective actions and lessons learned.
  • Implement HSSE Self-Assessment programs and support Functional Verification plans at SPL LNG.
  • Perform gap analysis, develop and implement action plans to drive HSE performance to world-class level.
  • Direct the HSSE Supervisors and Coordinators in the implementation of the HSSE programs, procedures, and guidelines for operations and maintenance activities.
  • Ensure effective contractor HSSE management system are implemented and monitored.
  • Develop and monitor key metrics related to Health, Safety, Security and Environmental performance and make recommendations for improvement when gaps are identified.
  • Ensure HSSE training programs are fit for purpose and effective.
  • Provide support to the Security Supervisor to ensure strict adherence to the Facility Security Plan, protection of the Company’s assets and close cooperation with federal, state and local law enforcement authorities in matters affecting the security of the terminal.
  • Provides direction to the Environmental Supervisor to ensure compliance with environmental laws, permits, and regulations and the Company’s and site’s Environmental standards and procedures.
  • Provide support to the Emergency Response Supervisor to ensure site emergency management plans are fit for purpose, effective and team members are trained and competent to fulfil their roles during an emergency. Ensure close cooperation is maintained with federal, state and local law emergency management authorities.
  • Communicates with and coordinates company activities with federal, state and local agencies and outside organizations such as the United States Coast Guard, Department of Transportation, Federal Energy Regulatory Commission, Louisiana Department of Environmental Quality, US Army Corps of Engineers, Louisiana Department of Natural Resources, and local law enforcement.
  • Reviews and monitors all new regulatory initiatives and ensures compliance with existing regulations dealing with health, safety, security and environment.
  • Maintains close supervision and scrutiny over daily conditions and maintenance of safety, security, firefighting, and fire-suppression and detection equipment.
  • Organizes, conducts and supervises security and emergency response drills with the Coast Guard and other federal, state and local agencies.
  • Monitors the control of work process to ensure compliance and effectiveness. Make recommendations for improvement when necessary.
  • Supervises activities that involve maintaining fire safety equipment including leak detection and suppression systems; performing systems tests; and preventative maintenance procedures.
  • Plans and assists with the preparation of the annual O&M budget and cost control process, specifically costs related to HSSE.
  • Coordinates with Human Resources on all staffing-related activities including recruiting, interviewing, selection, hiring, discipline, development, training, promotions, salary changes, leaves and terminations.
  • Represents the Company in industry association meetings, and at other meetings pertinent to LNG. Educates the public on LNG by speaking to civic and professional organizations.

 QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)

  • Education and Certifications Bachelor’s or Associates DegreeDegree preferred in Industrial Hygiene, Occupational Safety & Health or related Occupational Health & Safety studies or other equivalent education,. Bachelor’s Degree in Biological Sciences, Environmental Sciences, Environmental Engineering, or related field. Certification in safety CSP/ASP, CIH, OHST/CHST, COSS/COSM, and environmental management preferred. Certification as a Facility Security Officer.
  •  ExperienceMinimum of ten (10) years of related experience in oil and gas manufacturing facilities withat least five (5) years of supervisory experience in Health & Safety and Environmental compliance in support of an LNG and/or industrial facility. Minimum of 5 years serving in the capacity of a Facility Security Officer. Recent operations or relevant experience including safety, environment, health or security. Proven track record of designing, documenting, and implementing HSSE management systems and  procedures.
