PRIMARY PURPOSE Parkland Community Health Plan's (PCHP's) Finance Manager directs the development, interpretation and administration of financial plans, financial policies, and accounting practices. Supervises and coordinates the maintenance of fiscal records, budgets, preparation, presentation and analysis of financial reports to ensure fiscally sound and effective operations, profitable operating results, and optimum customer service and satisfaction.
MINIMUM SPECIFICATIONS Education - Must have a Bachelor's degree in Business Administration, Accounting, Finance or related field. - Master's degree in Business Administration or Accounting preferred. Experience - Must have a minimum of seven (7) years of progressive experience in insurance-related financial accounting. - Three (3) years of experience in State Medicaid managed care and statutory reporting.
- Two (2) years of management experience is preferred. Equivalent Education and/or Experience - May have equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above. Certification/Registration/Licensure - Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role. - Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role. - Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role. - Certified Public Accountant preferred. Skills or Special Abilities - Must demonstrate excellent management, administrative and supervisory skills. - Must be able to demonstrate superior oral and written communication skills, and ability to relate effectively with diverse group of internal and external customers. - Must be able to demonstrate superior knowledge and expertise in financial, GAAP and Statutory accounting principles and practices and internal controls. - Must have excellent analytical skills and proficiency in accounting software, as well as spreadsheet, word processing, and PowerPoint skills. - Must be able to work independently. Responsibilities - Reviews general ledger transactions and journal entries to ensure compliance with NAIC (National Association of Insurance Companies)/Statutory Accounting Principles, GAAP (Generally Accepted Accounting Principles) and integrity and accuracy of general ledger transactions and financial reports. - Prepares monthly financial package for senior leadership and the Board.
Completes supporting variance analysis and summary narrative. Reviews reconciliations and estimates to ensure complete and accurate financial statements. Coordinates and reviews both quarterly and annual statements to ensure timely and accurate reporting. - Develops and coordinates the annual fiscal budget for PCHP in coordination with Parkland's annual budget process. - Oversees audits performed by all outside entities, which may include but is not limited to Texas Health and Human Services Department, Texas Department of Insurance, Texas Comptrollers Department, individual affiliate annual audit, Parkland's annual audit, as well as internal audits performed by Parkland's internal audit staff. - Reviews and approves various reconciliations prepared by third party administrator and department staff to assure timely resolution of differences. Identifies patterns and issues and works proactively to implement solutions. - Tracks attempts at third party recoveries and maintains recovery databases for reporting to HHSC. - Reconciles third party recoveries to vendor reports and administrative invoices. Job Accountabilities 1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of PCHP. 2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. 3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area.
Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and customer requirements. Seeks advice and guidance as needed to ensure proper understanding. 4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. 5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of PCHP. 6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
