To lead the Cost Basis organization, business strategy and service offer, this is inclusive of both transfer agency and broker dealer regulatory requirements.

Duties & Responsibilities

Manages staff, creating a strong team atmosphere. Conducts regular one-on-one meetings and provides guidance, training and motivation as necessary to develop staff. Hires, evaluates and counsels personnel. Follows corporate performance management procedures per established Vanguard standards as required. Sets performance standards, reviews performance, provides feedback, and recommends wage increases in accordance with all applicable Human Resources policies and procedures.

Manages Cost Basis strategy and execution for the Retail Division. Ensures customers receive outstanding and timely service. Partners closely with client facing segments, other operations groups. Creates and executes strategy to handle variability in work demand. Implements appropriate measures and reporting to control. Controls all decisions impacting processes

Sets the strategy for the cost basis offer and delivery models through process optimization, technology enhancements, organizational design changes, and competitive analysis. Leads the implementation of resulting changes and growth strategies. Leads any necessary crew change management efforts. Understands and anticipates the needs and expectations of internal and external clients and focuses work unit’s efforts appropriately.

Measures voices from internal and external clients against costs and regulatory requirements to develop innovative cost basis product and service offerings that meet changing business, client and regulatory needs.

Develops and implements staffing and operational plans. Owns and implements hiring strategy hiring strategy and onboarding plan, in partnership with Corporate Financial Services and RIG Shared Services. Participates in business planning and the development of department budget. Responsible for ensuring adherence to operational service level commitment and for executing against financial targets. Controls costs while minimizing reputation, regulatory, legal and monetary risk to Vanguard.

Ensures that all processes are performed in accordance with IRS, FINRA & SEC rules and regulations. Maintains awareness of industry and technological advancements regarding cost basis and implications to taxreporting and reviews their applicability to Vanguard operations.

Develops and implements staffing and operational plans for cost basis functions and participates in business planning for the broader Regulatory Operations department. Participates in the development of department budget. Responsible for ensuring adherence to operational service level commitment and for executing against financial targets. Controls costs while minimizing reputation, regulatory, legal and monetary risk to Vanguard overall.

Uses Lean methodologies to analyze work processes and quality issues. Designs and develops the most efficient, cost-effective and flexible methods to improve the client experience and processes without impacting Vanguard quality and services. Focuses on continuous process improvement by reviewing items such as departmental activities and technological innovations.

Manages the efficiency and effectiveness within the department. Sets measureable goals and examines ways to raise standards, improve quality, and improve overall performance of the department. Monitors department progress and measures departmental success consistent with Lean Management and Operational Management methodologies.

Participates in special projects and performs other duties as assigned.

Qualifications

  • Undergraduatedegree or equivalent experiencerequired. Graduate degreepreferred.
  • Minimum five years general experience and five years industry experience, a minimum 3 years prior supervisory or project leadership experiencepreferred
  • Strong attention to detail, analytical skills, excellent problem solving skills required, sensitivity to deadlines
  • General knowledge of cost basis or taxreporting preferred
  • Excellent analytical and problem solving skills; Working knowledge of LEAN methodologies
  • Strong knowledge of Vanguard funds and broker/dealer operations preferred, including understanding of SEC/FINRA rules and regulations
  • Excellent communication, negotiation and presentation skills
  • Strong decision making skills
  • Flexibility and ability to thrive in a quickly changing environment
