DEPARTMENT


Payroll and Benefits Services has two units; Payroll Services and Benefits. Payroll Services updates and maintains personal data and employment data; updates and maintains leave accounting and time and attendance records; counsels, approves and maintains medical and personal leaves of absences, and processes all types of pay for all categories of CSU employees. All data related to these functions is maintained in the State Controller's Office Personnel Information Management Systems (SCO PIMS) and in the campus HCM PeopleSoft database.

Benefit programs include: medical, dental and vision plans; Flexcash; retirement programs (CalPERS and PST); Tax-Sheltered Annuity Program (TSA); Savings Plus Program; Tax Advantage Premium Plan (TAPP), Dependent Care Reimbursement Account (DCRA, Health Care Reimbursement Account (HCRA), COBRA, death benefits, life insurance, long term disability programs, and various voluntary insurance programs.


DUTIES AND RESPONSIBILITIES


The Manager, Benefits assigns and manages work areas as appropriate for the benefits staff and ensures that the staff receives adequate training and exposure to all facets of the work handled by the department. This position participates in the hiring decisions for the department, approves absence requests for the benefits staff, and prepares and delivers staff performance evaluations. Training and assignments include the process of benefit documents including benefit enrollments (medical, dental, vision, flexible spending accounts, etc.), enrollment changes and terminations (COBRA). The incumbent ensures all enrollment transactions are processed in a timely manner, identifies, resolves and corrects any discrepancies found; extracts data from PeopleSoft; reviews BenAdmin processes daily; audits reports including the detailed review of job data; and troubleshoots issues with Payroll, IT, CSU Benefits Office, State Controller's Office and CalPERS as necessary. This position must be fully versed in the ongoing changes and updates to the administration of benefit plans and is therefore required to participate on the CSU Benefits Office "Benefits Insider" webcast and teleconferences. The Chancellor's Office has limited participation of this communication to management and confidential employees only. The incumbent oversees the Dependent Eligibility Verification (DEV) – CalPERS mandated verification, verifying the eligibility of all employee dependents and maintaining a record of the verifying documentation for each dependent. The incumbent provides information and counseling for employees on retirements, long-term disability insurance claims, employer-paid life insurance claims, etc.; and processes employee death reports as well as the analysis of Employment History Data (EHDB) reporting of benefits eligibility including Pension Resumption System (PSR) interface, PSR error resolution, Delta Interface, running Common Management System (CMS) and Campus Information Retrieval System (CIRS) reports; reconciliation and analysis of the CalPERS interface results leading to corrections in CMS; and ensures that all documentation and reporting requirements are met for the Affordable Care Act (ACA). This position communicates frequently and provides benefit process training to the HR/Payroll Customer Service Center representative regarding benefits to provide higher quality customer service; provides benefits training to CPP student interns in support of HRS Internship Program; and is responsible for PeopleSoft Ben Admin module upgrades, patches and releases to ensure the system is working as designed to process benefits for Cal Poly Pomona employees. The incumbent serves as the primary campus contact to address and bring resolution to employee benefit-related problems, issues and concerns; manages, trains and assists the Benefit staff to work in consultation with the State Controller's Office, CalPERS, CSU Benefits Office and insurance providers to resolve benefit-related issues, to provide responses to employee's questions and to assist employees with their immediate concerns. Such as: resolves My/CalPERS system errors and/or discrepancies regarding benefit, appointments, separations and retirements; resolves issues with the TSA enrollment with the Chancellor's Office; resolves benefit deduction issues with the State Controller's Office; reviews BenAdmin and Job Data Reports on a daily basis; monitors to ensure that benefits staff are meeting required reporting for the Affordable Care Act; and explores and recommends best practices for the benefits area. The incumbent manages the coordination of the Workers' Compensation program, ensuring that the University is in compliance with interpreting and applying applicable laws and regulations; stays abreast of policy changes; provides guidance on processes and procedures; updates guides and forms as necessary; and provides training and sets goals. The Benefits Manager is responsible for the oversight and assignment of all medical related leaves, personal leaves, family medical leaves (FML) and that Catastrophic Leave Donation programs are administered in accordance with federal and state law and CSU guidelines; assigns leave cases to the Leave Coordinator and the back-up; ensures that the campus remains current in its practices; and updates guides and forms as necessary. The incumbent schedules quarterly on-campus retirement workshops with CalPERS; conducts retirement workshops for faculty and staff employees; meets individually with employees to assist with the retirement process and responds to questions/concerns; and trains benefit staff to provide the above counseling. The incumbent provides employees access to complete information regarding benefit plans and eligibility; maintains and updates the campus website; presents monthly information workshops (Benefit Orientations); meets individually with employees to respond to questions; updates and revises workshop content as changes occur; and maintains and updates the Business Continuity Plan which identifies critical functions needed to continue services/business operations in the face of disruptive events which is updated as needed and exercised annually; and performs other duties as assigned.


MINIMUM QUALIFICATIONS


Bachelor's degree and/or equivalent training and administrative work experience AND a minimum of (3) three years of directly related management and professional experience administering benefit programs which demonstrates the ability to perform the essential functions of the position. The candidate must have experience working with a diverse population, including training, creating and maintaining training guides and supervising the work of others; demonstrated ability to manage priorities and meet deadlines under pressure with the ability to research and analyze data; have knowledge or ability to quickly learn complex rules and regulations as outlined in the policies and guidelines of the CSU system, state and federal laws; must have ability to develop and implement efficient and effective processes, procedures and solutions; and have the ability to explain highly complex matters and communicate with employees, outside agencies and campus community. The candidate must be able to provide leadership to the benefits staff, provide training and set goals; have full functional knowledge of and skill set in standard office procedures and practices, as well as an ability to understand and operate in a variety of organizational structures; ability to use and quickly learn new office support technology systems and software packages; have thorough knowledge of English grammar, spelling and punctuation; able to clearly communicate orally and in writing; meet established deadlines; have strong interpersonal and customer service skills; and the ability to maintain an uncompromising level of confidentiality.


PREFERRED QUALIFICATIONS


Working knowledge of CSU benefit programs; experience in operating PeopleSoft-BenAdmin benefits programs; experience in CSU Payroll; knowledge with administering Family Medical Leave Act (FMLA) entitlements, and knowledge of administering Workers' Compensation benefits is preferred.
