1. Assists the Director in departmental outreach and preparation of the annual Operating Budget (including Capital labor needs) for various Light Rail and Administrative departments, to ensure adequate funding of all planned expenditures and establish metrics for departmental financial performance.

2. Monitors departments’ monthly performance against budget, utilizes multiple databases (Oracle, ASI, Web Labor reports, CPAS, Budget-prepared Excel spreadsheets) to research details/explanations for variances; provides recommendations to department and Executive management regarding budgetthreats and solutions at monthly/periodic Budget-led meetings.


3. Manages the ownership of the Position Control System module within eP for various Light Rail and Administrative department positions. This includes ensuring the accuracy of every position and incumbent recorded by the system, reviewing and reporting the budget impact for every “Position Requisition Approval” and “Compensation Action” form routed through the Admin Budget unit, and preparing Monthly Headcount / Vacancy Reports for corporate use. Responsible for maintaining the status and history of vacancies and any budget/hiring constraints against those vacancies.


4. Manages research and compilation of data in response to information requests from OPRA, State agencies, sister-transportation agencies/authorities and internal/executive management.



Bachelor’s degree in Accounting, Finance or related area from a US Department ofEducation accredited college or university and at least five (5) years of budgetexperience. Supervisory experience strongly desired. Thorough knowledge of NJ TRANSIT financial systems applications, including Microsoft products, Position Control (eP & prior GEAC), Oracle/Discoverer, ASI System, Web Reports, CPAS. Strong interpersonal skills to communicate effectively (written /oral) with all levels of management/staff strongly desired. One year of closely related work experience can be substituted for each year of educationrequired.
