ESSENTIAL AREA OF RESPONSIBILITY:

All areas of responsibility listed below are essential to the satisfactory performance of this position, with reasonable accommodation, if necessary. Work responsibilities may vary, depending upon assignment. Work located on Wright-Patterson Air Force Base, OH.

GENERAL FUNCTION:

LOGISTICS OPERATIONS

· Provide product support to the PM and Product Support Manager (PSM) for the execution of the PSM's duties as the Total Life Cycle Systems Manager. In addition, the Contractor shall assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities utilizing DoD, US Air Force, and local logistics policies, procedures, and functionalities, and financial data requirements of acquisition logistics

Document Preparation

· Assist in reviewing and making recommendations on revisions of all Integrated Logistics Support Plans (ILSPs), CDRLs, inputs to Program Management Plans (PMPs), replies to Initial Capability Document (ICD)/Capability Development Document (CDD)/Capability Production Document (CPD), Statements of Work (SOWs), and other evaluation criteria/reports.

Meeting Support

· Provide support for program reviews, conferences, and other functions.

· Provide status and decision information on assigned programs and projects.

Requirements Support

· Assist in: developing integrated support requirements for system and equipment design; developing support requirements that are related to readiness objectives and design; conducting specialized analyses on total life cycle cost, logistics supportability, and warranty; and providing technical assistance and consultant expertise.

Total Life Cycle Supportability

· Assist in performing tasks related to the total life cycle supportability from concept definition and technical demonstration through disposal. These tasks include assisting in the full range of logistics actions required to analyze problems, defining alternative solutions, providing recommended courses of action, and providing written reports.

Studies and Analysis

· Assist in performing logistic studies, resource requirements analyses (manpower, spares, cost, etc.), readiness assessments, cost analyses (including trade studies), total life cycle supportability, and comparative logistics/cost trade-offs of specific problems or areas of emphasis.

Life Cycle Logistics Management (LCLM)

· Assist in accomplishing LCLM analyses. The Contractor shall assist in writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish LCLM.

Product Support Strategy

· Assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to develop a productsupport strategy that builds around the Integrated Logistics Support (ILS)/Product Support and sustainment elements and integrates the acquisition and sustainment phases of the weapon system throughout its life cycle, based on statutes and DoD-directed concepts such as evolutionary acquisition with a spiral development, Performance-Based Logistics (PBL) and Public Private Partnering.

· Provide support in the following areas:

o recommending program strategy, to include logistics impacts and incorporating PBL and public private partnering tenets where feasible

o monitoring performance goals, parameters, and exit criteria

o developing, advising, and assessing the performance of work done at the depot or Contractor locations and partnering agreements

o assisting in the review of logistics support elements and other logistics related efforts

o identifying and monitoring Mission Partner support and field assessment requirements

Supportability Analysis (SA)

· Assist in the performance of any related tasks that provide the capability to evaluate support alternatives, perform trade-off analyses between support concepts and between support, design, and operational concepts.

· Provide support in the following areas:

o developing pre and post award documentation for Total Life Cycle Logistics (TLCL) support

o identifying supportability requirements for support equipment and training devices

o evaluating SA studies/plans and recommending changes, improvements, or follow-on efforts

o evaluating the structure and data quality of the logistics support data base

o accessing and consolidating engineering and logistics data necessary to identify the detailed logistics support requirements

o monitoring SA progress

Logistics Management Information (LMS)

· Assist in evaluating deliverable data products and summaries

Life Cycle Cost Management (LCCM)

· Assist in performing any related tasks that provide logisticians the capability to perform all processes, procedures, and techniques necessary to develop an LCCM and/or DTC program, perform operating and support cost analyses, and/or develop a probable cost estimate.

· The Contractor shall provide support in the following areas:

o evaluating LCCM and DTC plans, trade studies, and proposals

o assisting in the assessment of impacts from proposed modifications on LCC

o performing studies (cost benefit analysis, business case analysis, trade studies, logistics supportability studies, cost of operational effectiveness analysis, level of repair analysis, organic versus Contractor cost assessment, annual estimate.)

o evaluating and validating analyses methodologies or models

Instructional Systems Development

· Utilize the Instructional Systems Development method to develop training programs for subject areas.

· Conduct specific training courses on ILS/Product Support, sustainment, and warrant-related subjects.

ILS/PRODUCT SUPPORT AND SUSTAINMENT ELEMENTS

Integrated Maintenance Planning (IMP)

· Assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to conduct the orderly arrangement of all maintenance support, including support equipment, to keep systems and equipment ready to perform assigned missions. This includes all levels of maintenance and implementation of those levels using partnering, organic, and Contractor support.

· Assist in defining the process of evolving and establishing maintenance/support concepts, plans, and requirements to be performed during the total life cycle of the system or equipment. The Contractor shall provide support in the following areas:

o performing reliability centered maintenance program analyses, level of repair analyses, aircraft battle damage repair, and other maintenance trade studies

o recommending required maintenance capability for all levels of repair to include calibration concepts, requirements, and plans

o tracking and monitoring weapon system modifications;

o performing source of repair assignment process and assisting in inter-service screening

o aiding in the identification of requirements for interim contractor support, contractor logistics support, and post production support

o developing maintenance activation planning and processes

o ensuring provisions are made for survivability, corrosion control, nondestructive inspection, structural integrity, built-in test and performance monitoring, and hazardous materials in addressing environmental logistics impacts

o identifying, quantifying, and assessing the ILS/Product Support and sustainment elements.

Integration of Manpower and Personnel (M&P)

· Assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to identify military and civilian personnel requirements with the skills and grades needed to operate and support a weapon system and equipment over its lifetime at peacetime and wartime rates.

· Provide support in the following areas:

o performing suitable analyses such as mission area, comparability, human factors data, workload, manpower and personnel, occupational structure, and task and skill

o developing operator and logistics support manpower requirements

o identifying, quantifying, and assessing the ILS/Product Support and sustainment elements

o accessing the modeling database and performing specified analyses

Supply Support

· Assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish all actions, procedures, and techniques necessary to determine requirements to acquire, catalog, receive, store, transfer, issue, and dispose of secondary items.

· Provide support in the following areas:

o identifying spares required for pre/post-operational support phase, including test and evaluation

o developing a provisioning strategy and computing initial, deployment and replenishment requirements

o tracking and monitoring repair of spares (production management)

o determining interim Contractor support and breakout requirements

o incorporating Contractor Supported Weapon System tenets to include financial and support trade-off efforts that affect system readiness and cost

o determining source of supply by assessing alternative supply strategies such as diminishing manufacturing sources

o reviewing provisioning technical documentation for Long Lead Time Items (LLTI) and spares Acquisition Integrated with Production (SAIP)

o recommending release of provisioned items orders

o arranging and supporting provisioning conferences

o reviewing and recommending current/future parts unique identification requirements

o tracking and monitoring delivered spare or repair parts and developing Readiness Spares Package (RSP) date

o assisting in the identification, quantification, and assessment of the ILS/product support and sustainment elements

Support Equipment (SE)

· Assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish all actions necessary to ensure all mobile or fixed equipment required to support the operation and maintenance of a weapon system is provided in a timely manner to the correct location at an affordable life cycle cost.

· The Contractor shall provide support in the following areas:

o identifying, recommending, and tracking delivery of SE

o arranging and supporting SE conferences

o identifying requirements for SE, i.e., software, data rights, computer resources, technical data, support equipment, etc. to include test and evaluation

o reviewing SE recommendations data

o identifying breakout candidates for separate acquisition; and identifying, quantifying, and assessing the ILS/Product Support and sustainment elements

QUALIFICATIONS:

Education/Certifications/Experience/Skills:

· MA/MS with 10 years' directly related experience or BA/BS with 12 years' directly related experience or 15 years' of directly related experience to this discipline.

· Must possess an active DoD Secret Clearance

· Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint and Access), Microsoft Internet Explorer, and other standard (Customer specified) applications.)

· Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver's license and proof of insurance.
