Position Description

The Tacoma Public Library seeks outstanding candidates for the position of Library Administrative Services Manager (Library Human Resources Manager). The Library Human Resources Manager will be responsible to manage a variety of human resources functions within the public library system, and ensure compliance with applicable federal, state and local employment laws and practices in coordination with the City of Tacoma Human Resources Department.

As a member of the Library's Management Team, the individual in this classification participates in strategic planning and policy development and serves as the human resources liaison to library administration and the Library Board of Trustees. The successful candidate must have excellent organizational, interpersonal skills, and the ability to make sound decisions and recommendations.


Under the direction of the library director, or designee, the Library Human Resources Manager coordinates and participates in library human resources support functions, including recruiting and personnel management, assisting in the preparation of biennial labor budgets, participating in labor union contract negotiations and meetings, advising managers on best practices for personnel matters and disciplinary issues; as well as related human resources activities, such as benefits, safety, FMLA and OJI, and staff performance reviews.

Qualifications

An equivalent combination to: graduation from an accredited four-year college or university with a Bachelor's degree in public administration, human resource management, or a closely related field and three (3) years of increasingly responsible experience in advising managers, supervisors, and staff in personnel management, administering labor contracts, recruitment, selection and hiring processes, analyzing jobs and working with classification and compensation systems, managing employee performance, and in interpreting federal, state and local laws related to public employment and labor relations.


Experience in a public library, government and/or unionized environment preferred. Successful candidate will have demonstrated competencies and significant accomplishments from prior work experience.


LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:

  • Senior / Professional in Human Resources / (SPHR / PHR) or SHRM-CP/SCP certification preferred.
  • Depending upon assignment a WA driver's license may be required.
  • Appointment is subject to passing a background check
