Learning & Organizational Development Manager, UTK Human Resources

Pay Grade 42

The primary purpose of this position is to direct and manage the operations of the Learning and Organizational Development (L&OD) unit in the UTK Human Resource Department. Service partners include the Knoxville campus, Institute of Agriculture, Institute for Public Service, The University of Tennessee Foundation, and University-wide (Systems) Administration. These responsibilities include staff hiring and supervision of L&OD exempt and non-exempt staff. Additionally, this position provides direct learning and development services to University units. Responsibility includes providing professional development related services including learning events, strategic planning, leadership development, performance improvement, consultation, and coaching. The position works closely with departments to determine learning and development needs and to provide appropriate and timely solutions.

Management and Leadership Duties
Supervise regular, full-time exempt and non-exempt L&OD staff members, by providing work direction, performing annual performance evaluations, providing guidance and feedback, offering advice on professional development and training opportunities, and providing disciplinary action as needed.

Responsible for the development and implementation of L&OD operating procedures.

Responsible for L&OD compliance with University policies and procedures as well as state and federal regulations.

Responsible for management oversight and leadership of all L&OD learning programs and organizational development services.

Management oversight for the training component of the UT Program for Minors.
Partner with other HR units to maximize service to campus and institutes.

Provide leadership for the development of quality systems and processes to identify, approve, plan, design, implement and evaluate all learning and development activity, including training needs analysis, training plans and programs, effective use of training resources, certification processes, flexible and varied learning packages, evaluation, audit and monitoring of learning/training activity.

Work with department heads, deans, and directors to provide organizational development services such as strategic planning.

Liaise with internal subject matter experts and trainers and external training providers to design and deliver a comprehensive core in-house learning program.

Serve on various university and community committees, commissions, and boards to support a healthy learning environment.

Develop and provide various professional development conference and workshop learning opportunities for the campus community such as leadership, diversity, etc.

Collaborate with various university partners to provide development services for the campus community.



Master's Degree in HR, Adult Education, Business Administration, or related field.

(An equivalent combination of education and experience may be substituted for degree requirement).


8 years experience in providing adult learning services to include needs analysis, classes, workshops and conferences. At least 5 years of supervisory experience.

Experience leading a program, team, or unit.

Experience in strategic planning facilitation.

Knowledge, Skills and Abilities:

Extensive knowledge of adult learning theory and best practices.

Skilled in the development and facilitation of adult learning events; classes, conferences, workshops, etc.

Ability to plan and facilitate strategic planning sessions.

Strong supervisory, management, and leadership skills.

Ability to conduct needs analysis.



10 years of experience in providing adult learning services.

Mediation certification or training.

Experience in providing organizational development services.

Experience with synchronous and asynchronous program delivery formats.

Knowledge, Skills and Abilities:

Knowledge of alternative dispute resolution strategies.

Ability to lead mediation.

Knowledge of organizational development theory.
