Position Summary:
This position is responsible for leading, coordinating, and organizing Quality Assurance and Testing activities for all enterprise wide applications. This includes but is not limited to deploying and evolving a QA & Testing Discipline, to ensuring that repeatable test strategies, supporting processes and methodologies are in place, to building Regression Test Case repository, and to managing the allocated resources for QA & Testing efforts for all assigned initiatives.

Position Responsibilities:

Quality Assurance Methods and Processes:
• Develop, maintain and enforce testing strategy, standards and methodologies.
• Develop templates for scenario and regression testing.
• Communicate standards and methodologies to participants in the process.
• Provide specific user training where necessary or requested.
• Implementation and support of functional, load, and end-user testing tools.

Quality Assurance Testing and Coordination:
• Provide and communicate the testing strategy, instructions and direction for enterprise application changes or implementations from inception through deployment into production. These include:
o Major Operating System activities (new implementation, patches, upgrades, etc.)
o Database Software Upgrades
o Enterprise Application Upgrades & Patches
o Internal development work
o External development work
o Configuration changes
• Work closely with Business Analysts, SME’s, Developers and Application Vendors to thoroughly understand Business Requirement and Functional Design and/or Technical documents to:
o Be able to write test plan and test cases
o Ensure traceability of test cases to all documented requirements
o Conduct adequate unit-tests (white-box is highly desired) in DEV environment and assure that requirements are met prior to promoting to TEST environment.
• Coordinate the triage process and ensure that all defects are documented and tracked through resolution or acceptance
• Analyze and document the issues that arise during unit-test and UAT
o Assist with data, system, interface or functional analysis as needed
• Read code as needed to learn and understand how a function works in order to provide the correct testing strategy and direction for testing adequately from end to end.
• Experience with Relational databases and SQL query to conduct data analysis or to provide proper data sets to test teams for UAT.
• Responsible for managing the TFS Test Manager solution:
o Test Case and Bug Management
o Functional automated tests for Web Applications
o Load Tests for Web Applications
o Requirements Repository
• Provide instructions and write code to build/maintain an automated test framework that supports multiple test cases across the board.
• Lead the coordination of activities in the Patch, Dev, Test, Training, Reporting, and Production environments as appropriate.
• Provide project status updates to management on a regular basis.
• Monitor sign-offs from management and developers as appropriate.
• Lead the coordination of database and applications code refreshes.
• Maintain the release/deployment schedule for each test environment.
o Includes scheduled releases. e.g. quarterly, monthly, etc.
o Includes the batching of development requests for a release
o Includes maintenance of project plan (visual view of what/where/when)

Quality Assurance Metrics:
• Define, gather, and report on metrics tied to quality assurance & testing automation
• Track response time metrics tied to Service Level Agreements (SLAs)
• Recommend improvements to the quality assurance processes based on metric results.

Leadership and Communications:
• Lead a team of Quality Assurance Analysts/Engineers
• Coordinate and lead the activities performed by the Quality Assurance & Testing Practice.
• Maintain effective working relationships with employees and customers at all levels within LCEC.
• Ensure smooth operations, productive communications, and effective understanding during all interpersonal contacts.
• Provide current and accurate information to all requesters, courteously and in a timely manner.
• Provide direction and leadership to team members and customers regarding the testing processes and methodologies.
• Lead and Manage projects owned and initiated by the QA & Testing Practice.
Requirements Required Qualifications:
• BS degree in Computer Science or related field.
• Six (6) years’ hand-on experience in the software application development industry, with four (4) years supporting and testing IT applications.
• Three (3) years’ experience as a Quality Assurance Lead.
• Two (2) years’ experience with TFS 2010 or 2015 Test Manager and CodedUI or equivalent testing suite to provide training, guidance to Test Team on:
o Test Case and Bug management
o Functional automated tests for Web Applications
o Load Tests for Web Applications
• Three (3) years’ experience writing queries using SQL.
• One (1) year experience with reporting tools (Crystal Reports, Oracle Discoverer, etc.).
• Two (2) years’ experience in an Oracle database environment.
• Proficient with MS Applications.
• Applied experience in Project Management.

Desired Qualifications:
• Two (2) years’ experience leading small to mid-sized cross-functional initiatives.
• Two (2) years’ experience utilizing an issue tracking system.
• Working knowledge with many of the following software products:
o Oracle E-Business suite of applications
o Logica ARM System
o Oracle Customer Care & Billing System
o Oracle Meter Data Management System
o Ultipro Payroll System
o Utility Center’s UAI System
o NISC iVue Suite
• Experience across multiple functional/business areas.
• Experience gathering user and system requirements.
