Lead and contribute to technical efforts for intelligence, surveillance and reconnaissance (ISR), remote sensing applications.
Duties (Listed in order of importance with the estimated amount of time spent at each task):
1. Provide technical leadership and direction pertaining to the systems engineering, test and evaluation, and technology maturation of ISR sensor systems in the land, maritime, air and space domains for military and intelligence community customers. Perform operational concept development, technical investigations, modeling, performance analysis, planning, and verification and validation activities. Assure execution of tasks, and quality and timeliness of technical products through the application of best engineering practices. Lead and consult in the evaluation and procurement of software and hardware components in support of remote sensing systems development across the program. (55%)
2. Interact with sponsors, contractors, the APL Program Office, and other APL staff as appropriate to establish/maintain relationships and to ensure key contributions of interest to APL sponsors. Participate in group-level and project-level strategic business planning, new business development and internal research and development (IR&D) efforts. Work with the Group and Program Leadership to develop task assignments and staffing plans. (35%)
3. Document technical contributions in internal memoranda/reports and conference/journal papers, as appropriate. Present findings and recommendations at appropriate internal and external forums. (10%)

BS degree in engineering, computer science, physics, mathematics, economics or related field and 10 years relevant 'hands-on' experience in the end-to-end systems engineering of ISR sensors. Civilian and/or military experience with ISR programs. Technical breadth in a wide variety of operational and technological areas with the flexibility to examine and analyze problems outside one's core area of expertise. Ability to form strong trust-based relationships. Excellent written and verbal communication skills, including comfort briefing to senior and large audiences. Ability to work under pressure and with tight deadlines. Strong organizational and planning skills, with a demonstrated ability to effectively lead and inspire high-performance teams of technical staff in solving complex problems. Current Secret clearance with an ability to obtain a Top Secret clearance.
MS in engineering, physics, or related field and 15 years of relevant experience with PMP Certicication. Recognized as an expert in electro-optical and ISR system design with demonstrated record of impact supporting ISR programs, including field testing and deployment of both developmental and operational ISR systems. Demonstrated ability to collaborate across the ISR community in technical and research activities, as evidenced by co-authorship of technical papers and presentations with authors from other organizations. Documented experience in interactions with senior leadership decision makers in USG. Current TS clearance.
