Job Description

NES, A CSRA company is searching for a ISP/OSP Field Engineer Tester for the Fiber Characterization Project and development of telecommunications documents (OTDR results, MPLS-K Optical Distribution Frame, Chromatic Dispersion results, Polarization Mode Dispersion results) in support of the Fiber Network cabling installation efforts for both Inside Plant (ISP) and Outside Plant (OSP).  


Duties include but are not limited to:

·         Fiber Test end-to-end coordination and cutover management for transition actions – Includes the installation of new fiber, the relocation/rehoming of existing circuits, and the decommissioning of circuits that are no longer needed

·         Ability to test and understand Fiber Characterization Power Loss, Optical Return Loss (ORL), OTDR, Polarization Mode Dispersion Measurement (PMD),  and Chromatic Dispersion

·         Creating and reviewing OSP survey reports to include installation of fiber runs in manholes between buildings

·         Ability to use and read measurement on a JDSU, T-Bird, Fluke, and Fiber Light Meter

·         Communicating with project and program managers, field engineers, site personnel, and Government customers

Required Skills

·         Experience developing detailed installation instructions and supporting documentation to facilitate Fiber Characterization Test for ISP and OSP

·         Proven capability to interpret requirement documentation and engineering plans, site install technical design packages and supporting documentation

·         Ability to understand Standard Single-mode Fiber, Low Water Peak Fiber, Dispersion-Shifted Fiber, Cutoff Shifted Fiber, Non-Zero Dispersion-Shifted Fiber, Wideband Non-Zero-Shifted Fiber

·         Understands the different methods for Chromatic Dispersion testing such as IEC 60793-1-42, ITU-T G.650.1, TIA FOTP-175-B, GR-761-CORE

·         Understand other Fiber Standards such as FOTP-113, FOTP-122, FOTP-124, IEC 60793-1-48, GR-2941-CORE, ITU-T G.650.2


Working knowledge of Auto Cad, Visio & MS PowerPoint to create, update and maintain network design and documentation

·         Fiber experience (Including Anaerobic Terminations, SC and LC Connectors, Splicing)

·         Ability to fusion splice fiber or mechanically splice fiber

·         Installing and Testing Conduit

·         Minimum 3-5 yearexperiences with Fiber Characterization/Testing  

·         Capacity to track, guide, and lead a team

·         Strict attention to detail; adherence to rigid guidelines and processes; ability to validate, update and maintain accurate records

·         Excellent ability for clear and concise oral and written communication; capability to interface at multiple levels and successfully present technical information

·         Highly proficient in Microsoft Office and SharePoint use

·         Work may require working from heights such as lifts, ladders, scaffolding, and in confined space such as manholes. Exposure to noisy, dusty conditions, chemicals and solvents, mechanical, electrical, and other hazards typical to a cable plant installation indoors and outdoors

·         BICSI certification desired

·         Candidate must meet US citizenship and background requirements; should have or be able to obtain at least SECRET Clearance
