The Internal R&D Lead will support the Advanced Distributed Learning (ADL) Initiative contract. The ADL Initiative was founded in 1999 and conducts research, development, testing and evaluation to enhance distributed learning across the US federal government. The ADL Initiative engages in thought leadership to help craft the vision of future learning science and technology, innovate research and development (R&D) to mature emerging concepts, coordinate related efforts with stakeholders across government, industry and academia, and facilitate transition.
Reporting to the R&D Lead and coordinating internal R&D goals, this person will ensure quality execution of internally performed R&D efforts, as well as manage internal R&D team staff. This work includes managing internal R&D team personnel (e.g., task assignment, performance monitoring); mentoring internal R&D team personnel, to include ensuring their currency with the latest distributed learning concepts, technologies, and specifications; implementing technical internal R&D team management processes (e.g., version control); monitoring emerging technologies and trends relevant to distributed learning; evaluating R&D proposals and deliverables from internal staff; and directly performing technical actions, at an expert level. This position requires a minimum of five years’ experience performing distributed learning research and development in Defense/Federal/Commercial contexts.
As the Internal R&D Lead, you will be entrusted to perform the following duties:
? Responsible for coordinating and defining internal R&D team goals, ensuring quality technical oversight of internally performed R&D efforts (i.e., BAA contracts), and managing staff performing oversight actions.
? Manage and mentor internal R&D team personnel (e.g., task assignment, performance monitoring).
? Implement internal R&D team management processes (e.g., technical POC guidelines).
? Must understand, share, and exhibit the strategic plan of the ADL initiative.
? Apply expert knowledge in distributed learning science and technologies towards related planning and evaluation tasks.
? Ensure that technical narratives are communicated effectively (especially to non-technical users).
? Ensure that content on the ADL Initiative website, media kits, and social media platforms are synced.
? Positive, well-mannered and dedicated team player who requires minimal supervision to complete tasks.
? Highly-motivated, creative and passionate about all-things technology related to distributed learning (i.e., innovative software, programs, models).
? Experience and an ability to work with others to plan, organize, and monitor completion of work.
? Experience managing a laboratory, hardware, software and preparing them for demonstrations and presentations.
? Experience and ability to evaluate R&D proposals and deliverables from program staff.
? Provide expert knowledge and experience in distributed learning technologies, to include the review and editing of technical specifications, system designs and technical architectures.
? Ability to educate stakeholders about internal R&D technologies and efforts through presentations, workshops, tutorials, articles, webinars and meetings.
? Knowledge of the organizational and functional responsibilities, and distributed learning science, specifications, and Defense/Federal policies.
? Master’s Degree in Computer Engineering or related field and 10+ years of experience in R&D, learning science, distributed learning, and project management; an equivalent combination of education and experience will be considered.
? Excellent command of English (oral and written communication), and able to communicate at the strategic level with senior leaders.
? Strong grasp of Research Project Management and a grounding/background in Science and Technology (S&T), preferentially in a defense setting.
? Familiarity with technical specifications, system designs, technical architectures, execution of software version control processes, web security and cloud-based architecture.
? Knowledge of professional standard bodies (e.g., IMS, IEEE, ISO), DoD and Government bodies (e.g., Defense ADL Advisory Committee, Army Science Board).
? Familiarity and knowledge of distributed learning science, specifications, Defense/Federal policies, and technologies, to include distributed learning specifications (e.g., SCORM, xAPI, etc.).
? Thirst for knowledge and always willing to learn and assist colleagues, as well as ability to mentor and coach subordinates.
Must be a US Citizen with the ability to obtain and maintain a government clearance.
? Familiarity with Government and industry working groups and communities of practice.
? DoD security clearance.
