PNNL’s National Security Directorate (NSD) is the steward of the Laboratory's assets to help "prevent and counter acts of terrorism and the proliferation of weapons of mass destruction." NSD provides the tools and technologies to support the detection of weapons of mass destruction, help the United States manage its nonproliferation treaties, and secure our nation's borders.
The National Security Directorate’s Operational Readiness and Assurance (ORA) group is responsible for assuring the readiness, sustainability, and resilience of critical national security operations and infrastructure. ORA stewards capabilities associated with mission assurance, and the operations and maintenance stage of the systems engineering lifecycle. Working with stakeholders, ORA prepares and equips end users to operate, sustain, and withstand disruption to mission critical systems and infrastructure. Operational sustainment and resilience is achieved and transitioned through instructional systems, knowledge transfer, logistics innovation, reliability engineering, vulnerability assessment, and complex supply chain and infrastructure interdependency analysis.
ORA’s Instructional Systems Design (ISD) Team analyzes, designs, develops, implements, and evaluates instructional systems including training, workshops, exercises, and procedures to ensure end user operational readiness and system transition. ISD staff researches and develop technology-centered methods of designing and delivering instruction, including eLearning and AR/VR systems. This Instructional Designer position is responsible for developing training curriculum and materials in accordance with the DOE instructional system design process utilizing the Systematic Approach to Training and the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process. The training materials are developed to support effective management, operation, and maintenance of technology systems deployed through National Security projects.
Responsibilities and Accountabilities:
• Maintain proficiency in and demonstrate sound practice of recognized instructional strategies and methodologies.
• Develop and update specific operational and maintenance-based curriculum for domestic and international partners of varying abilities.
• Work with local and multi-lab teams to create best practices and promote consistency across ISD projects.
• Lead small curriculum development efforts of other ISD staff.
• Interacts with and provide technical direction to subcontractors performing the duties noted above.
• Interacts with PNNL program managers, representatives from other U.S. Department of Energy National Laboratories, U.S. Federal Government sponsors, and representatives of foreign government partners in national security programs.
• Work with Subject Matter Experts in task analysis, design and development.
• Recommend and prioritize training delivery methods / media selection as part of the curriculum development.
• Manage assigned projects milestones.
• Accountable to the ORA ISD Technical Team Lead and assigned PNNL Program and Project Managers.

• Bachelor's degree and 6+ years of relevant experience. Advanced degree and 4+ years of relevant experience.
• Technical degree in instructional systems design or similar.
• Demonstrated experience in the design and delivery of training.
• Proficient with ADDIE Model and Systematic Approach to Training (SAT) in the execution of training contend design and delivery (classroom and web-based).
• Travel to domestic and foreign locations up to 25% of the time.
• Professional license and/or certification is preferred.
• Demonstrated ability to work in a highly politically sensitive environment due to the nature of business dealings with senior federal staff and the high visibility of assigned projects.
• Demonstrated organizational skills with ability to prioritize work assignments and adjust schedules based on changing requirements.
• Excellent verbal and written communication skills with a demonstrated ability for writing concisely and clearly.
• Proficient in Microsoft Office specifically Word, Excel, Visio, PowerPoint, and Outlook.
• Demonstrate ability to work in a team environment as well as the ability to work effectively and efficiently with limited oversight.
