Full Job Description
Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Chief Executive Officer, the Information Technology Architect 3 (Cloud) will provide strategic leadership within an assigned Office of Information Technology division. The position will directly supervise a team composed of Information Technology Architect (Cloud) 1's and 2's. Leading the division's Cloud Architecture projects, the position will drive NYS agencies' innovation and growth, ensuring their cloud-based applications are managed efficiently and securely. The Information Technology Architect 3 (Cloud) will design cloud-based application management frameworks, ensure cloud infrastructure security and compliance, implement cloud management processes, and build cloud systems models and strategies. The position will improve NYS agencies' cloud architecture models, reviewing and analyzing NYS' cloud infrastructure, planning future cloud databases, and implementing solutions that help agencies satisfy their communication, data storage, security, and networking needs. The incumbent will make cloud-based application technology decisions, supervise the implementation of cloud systems designs, and develop high-performance cloud architects.

Duties include, but are not limited to, the following:

Strategic Leadership:
• Serve as the Chair of the NYS ITS Cloud Architecture Board (CAB), guiding cloud and solution architects from client agencies of ITS.
• Lead the development and management of the Cloud Architecture program, working with a team dedicated to state-wide initiatives.
• Formulate and implement statewide cloud systems management technology policies and standards.
• Oversee the creation and enforcement of cloud architecture standards and procedures.

Operational Excellence:
• Conduct strategic cloud systems management information technology evaluations and manage proof-of-concept projects.
• Offer strategic cloud systems management information technology guidance to the division and client agencies within ITS.
• Collaborate and oversee the ITS cloud architecture modeling suite, ensuring seamless integration with the ITS Service Management System, as needed.

Governance and Compliance:
• Oversee subordinate Cloud Architects' review, assessment, and tracking of cloud systems management technology exception requests. Delegate assignments to subordinate Cloud Architects.
• Oversee the maintenance of the Cloud Architecture Manual and the ITS Technology Service Catalog.
• Ensure compliance with relevant and applicable cloud systems regulations and industry standards.

Advisory and Support:
• Analyze plan to procure (PTP) requests, providing assessment, guidance, and recommendations.
• Administer the Desktop Software Lifecycle Registry and the Application Inventory.
• Support business solution, cloud architects, and service owners in Business Application Solutions, Infrastructure, and the Shared Platform Services with mentoring and guidance.
• Perform the full range of supervisory duties.

Strategic Development:
• Collaborate across ITS Divisions and Bureaus to maintain and evolve cloud systems information technology roadmaps.
• Establish and uphold cloud systems management information technology standards that drive consistency in innovation.
• Work with operational teams to develop business metrics that support and enhance New York State's cloud systems management and strategic initiative alignment.
• Provide technical recommendations throughout the cloud architecture lifecycle.

Minimum Qualifications EMPLOYMENT:
• Nine (9) years of broad information technology experience, demonstrating a comprehensive understanding of software engineering, cloud engineering, or other cloud-related specialty and its application within large-scale organizations.
• Six (6) years of specialized experience designing, executing, and supporting information technology cloud solutions.
• Three (3) years of supervisory-level OR one (1) year of managerial-level experience, leading and developing cloud architecture programs.

EDUCATION/EXPERIENCE SUBSTITUTIONS:
Earned college degrees in computer science, computer engineering, information technology, mathematics, or a related field of study may substitute for the specified years of broad IT experience as follows:
• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, computer engineering, information technology, mathematics, or related field substitutes for three (3) years of general information technology experience; any bachelor's substitutes for two (2) years of general information technology experience.
• Associate degree with 15 semester credit hours in computer science, computer engineering, information technology, mathematics, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor's degree program with at least 15 semester credit hours in computer science, computer engineering, information technology, mathematics, or related field may substitute such credits for one (1) year of general information technology experience.
• Master's degree or higher in computer science, computer engineering, information technology, mathematics, or related field substitutes for one (1) year of general information technology experience.

PREFERRED QUALIFICATIONS:
• Preference for candidates holding relevant cloud architecture certification, including but not limited to:
o Arcitura Certified Cloud Architect
o AWS Certified Solutions Architect (Professional)
o Google Professional Cloud (GPC) Architect
o IBM Certified Solution Architect
o Microsoft Azure Solutions Architect (Expert)
• Strong leadership skills with experience in mentoring and developing teams of cloud-based technology professionals.
• Excellent analytical, strategic planning, and execution skills.
• Proven experience in fostering innovation and driving cloud-based application technological advancement in alignment with business goals.
• Experience in collaborating across multiple organizational levels and departments to drive consensus and deliver results.
• Exceptional communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders.

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
