Description
This position reports to the International Compliance Officer and is an integral part of Cigna's Enterprise Compliance Team.   The role will have primary responsibility for ensuring Cigna's compliance with the Foreign Corrupt Practices Act, the UK Bribery Act, economic sanctions requirements (including those administered by the Office of Foreign Assets Control) and anti-money laundering requirements in the jurisdictions where Cigna does business globally.

  • Leading the development and implementation of Cigna's compliance strategy and compliance program content with respect to the Foreign Corrupt Practices Act, the UK Bribery Act, economic sanctions requirements (including those administered by the Office of Foreign Assets Control) and anti-money laundering requirements in the jurisdictions where Cigna does business globally.
  • Providing legal counsel on these topics.  
  • Creating, implementing and maintaining policies and procedures to deter corruption and bribery, money laundering and violations of economic sanctions requirements.
  • Acting as liaison for the International Compliance Officer with Cigna's regional and local compliance officers globally with respect to Cigna’s compliance programs for these subject matter areas. 
  • Ensuring that Cigna's economic sanctions screening software platform is performing globally.
  • Working with local compliance officers in countries where Cigna does business to ensure that compliance programs for these topics are tested and monitored on a regular basis.
  • Directing Internal Audit review of Cigna's compliance with anti-corruption, economic sanctions and anti-money laundering requirements.
  • Creating regular metrics demonstrating the health of Cigna's anti-corruption, economic sanctions and anti-money laundering compliance programs.
  • Anticipating legal and compliance issues, and designing and executing strategies to mitigate risk.
  • Interfacing with key external constituents including relevant federal regulators.
  • Developing and delivering in-person and on-line training for employees globally.
  • Creating regular communications for targeted audiences on anti-corruptions, sanctions and anti-money laundering.
  • Maintaining an up-to-date understanding of, and proactively counseling the local compliance officers and the business on all significant external developments potentially affecting the Company with respect to anti-corruption, economic sanctions and anti-money laundering.
  • Managing outside counsel effectively and efficiently, and consistent with applicable budgets.
  • Sharing knowledge and skills in areas of subject matter expertise with other Cigna compliance officers, and key business partners in keeping with the legal department’s

Qualifications

 Cigna is seeking anexperienced attorney with the requisite legal background in anti-corruption, economic sanctions and anti-money laundering. 

  • Juris Doctorate Degree from an accredited law school and minimum of 8 years’ experience in the public or private sector (ideally within a complex, regulated industry). Must have current license to practice law.
  • Prior government agency experience a plus (DOJ, Health and Human Services, US Attorney’s Office, etc.).
  • Demonstrated experience in subject matter areas: anti-corruption, economic sanctions, and anti-money laundering.
  • Proven ability to identify and mitigate compliance and legal risks in these subject matter areas.
  • Excellent verbal and written communication skills and demonstrated experience drafting policies and procedures.
  • Demonstrated track record in establishing client confidence and personal credibility.
  • Desire to learn new areas of practice and develop subject matter expertise in areas of law relevant to Cigna's industry.
  • Strong business knowledge and acumen demonstrated via prior roles. Ability to operate with an enthusiasm to learn the business.
  • Experience interacting/interfacing across a broad array of stakeholders in a complex organizational structure.
  • Experience creating metrics to demonstrate the health of compliance programs.
  • Experience drafting and delivering employee training.
  • Works well across time zones and in a matrixed environment. 
  • Ability to travelinternationally.
