Under general direction, this position is primarily responsible for supporting export and import licensing activities. Responsibilities include preparing export/import license applications, advising platform staff, various site managers, interaction and coordination with Strategic Development, Program Management, Engineering, Manufacturing, Contracts and Procurement, Shipping & Receiving and senior staff about trade compliance matters.
DUTIES AND RESPONSIBILITIES:
- Responsible for the international trade compliance processing and coordination of foreign person visitors.
- Prepares complex U.S. Department of Commerce and U.S. Department of State import/export authorizations and on-going monitoring.
- Performs license determination screening based upon assessment of end-user, country(s), product/technology, jurisdiction/classification, end-use and other related factors.
- Supports trade compliance assessments relating to technical data reviews, foreign travel, foreign visits and export and import shipments.
- Develops and maintains up-to-date accurate databases, documentation and reports to manage export and import authorizations.
- Perform critical review of CJ, CCATS, and advisory opinion applications, and assist with their preparation.
- Conducts commodity jurisdiction and classification reviews.
- Maintains applicable trade compliance records in accordance with regulatory requirements.
- Provides export compliance related training.
- Presents data and information on compliance matters as it relates to the business.
- Maintains an awareness of regulatory changes or rulings and their impact on import/exports; analyzes special programs and recommends changes to existing programs or implementations of new programs.
- Provides subject matter expertise to senior leaders on the complex application and implementation of U.S. Government export / import regulations.
- Interfaces with internal and external customers in trade compliance matters.
- Supports the International Trade Compliance department in investigations, assessments and resolution of compliance problems, questions, or complaints.
- Assists in compliance related training initiatives to included training material development and training presentation to various departments and business units.
- Prepares and/or revises compliance related procedures, desktop work instructions, forms and business flowcharts
- Maintains the strict confidentiality of sensitive information.
- Performs other duties as assigned or required.
- Typically requires a Bachelors or Masters degree in Business Administration, International Business, International Affairs/Relations, Engineering or related field and six or more years progressively complex experience with a Bachelors or four or more years progressively complex experience with a Masters, in import/export administration. Additional professional experience may be substituted in lieu of education.
- Must demonstrate a complete understanding and application of import/export administration principles, theories and concepts; and leadership skills including organizing, scheduling, conducting, and coordinating work assignments to meet project milestones or established completion dates.
- Ability to work independently with minimal supervision towards achieving long-range goals and objectives.
- Assignments are often self-initiated which requires considerable latitude for independent judgment.
- Must possess the ability to resolve a variety of non-routine administrative and technical logistics matters and; demonstrate strong working knowledge of International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), US Customs regulations and Harmonized Tariff Schedules (HTS).
- Must be customer focused and possess: (1) the ability to identify issues, analyze and interpret data and develop solutions to a variety of non-routine problems; (2) good analytical, verbal and written communication skills to accurately document, report, and present findings; (3) good interpersonal skills to interact with employees, managers and customers; (4) the ability to maintain the confidentiality of sensitive information; (5) the ability to plan and manage projects; (6) the ability to represent the company as a knowledgeable resource on internal and external projects ; and (7) good computer skills.
- Ability to work independently or in a team environment is essential as is the ability to work extended hours and travel as required.
