The HR Services Manager will provide a broad range of HR generalist and recruiting support to a client group of approximately 350 employees across RAND’s US locations. The client group will include research staff and other RAND professionals. The HRSM is an integral part of the HR team and offers his/her expertise and ideas to influence day to day initiatives and also the future of HR at RAND. The position is part of a team of five HR Services Managers that supports RAND staff and management across the U.S. locations.
- Proactively identifying and consulting with management and staff on HR matters and driving issue resolution;
- Adding value as a partner to client management and identifying opportunities for HR to better support the business needs of the organization;
- Consulting with management on workforce issues including recruiting, talent management and talent development;
- Working closely with hiring managers, supervisors, recruiters and others during the full phase of the recruiting process;
- Conducting interviews and assessments to evaluate candidate suitability for various positions within the organization;
- Coaching managers on handling workplace and performance issues; supporting and/or providing training to clients as necessary;
- Providing HR oversight of compensation administration and decision making (within guidance), and supporting performance review processes;
- Serving as liaison, as appropriate, for leaves and accommodation issues;
- Leading and working on special projects and contributing more broadly to RAND and the HR function. (Potentially in training, professional development, onboarding and orientation, process improvements, etc.);
- This position requires occasional travel.
- Demonstrated ability to be a proactive problem solver adept at working in a team-oriented and highly collaborative environment, but also able to function independently;
- Strong leadership, communication, and interpersonal skills are required, as well as a strong service orientation; individual coaching and influencing skills are needed as well as presentation skills;
- Project-management skills are critical, and the ability to manage multiple priorities;
- Strong analytical skills and attention to detail;
- Strong foundation in employee relations and recruiting;
- Solid understanding of compensation principles;
- Knowledge of federal and state laws and specifically California employment law;
- Experience in an academic, research, or highly skilled professional environment is desirable;
- Experience in development/talent management a plus;
- International HR experience a plus;
- Proficiency in Microsoft Office and experience with HRIS systems; Workdayexperience a plus.
BA/BS required; MA/MBA strongly preferred. SHRM, PHR, or SPHR certification is a plus.
3+ years of experience with advanced degree (MBA/MA) or 6+ years and a Bachelor’s degree; experience includes both generalist and recruiting work experience.
