Description

  • Develop and implement strategies, systems, processes, and programs that support effective employee relations.
  • Create an effective employee relations environment that enables the organization to attain its business objectives, build employee commitment and ensures compliance.
  • Develop and execute an employee and labor relations strategy for the NA Region Supply Chain organization.  Support union avoidance efforts and activities at non union sites.
  • Function as lead negotiator for collective bargaining agreement negotiations at all unionized sites.
  • Develop corporate and site specific labor strategies and represent the Company at Step 3 grievance meetings and at arbitrations.
  • Lead and facilitate a work group of the NA Human Resources Site Leaders to drive execution of the NA Employee and Labor Relations Strategy.  Provide mentoring and coaching. 
  • Consult and maintain an effective level of business acumen about the business unit’s goals, financials, plans, and culture. Understand the business and processes and foster the link between HR strategy and business strategy. 
  • Promote a high performance culture through continuous improvement initiatives.  Act as a Project Manager to develop and execute strategic projects that contribute to the Company and Department objectives.
  • Drive recruitment, selection and succession planning strategies to ensure diversity initiatives are realized.
  • Support the restart/staffing of the Pasadena TX plant site.
  • Lead the HR integration of any manufacturing acquisitions in North America.
  • Standardize HR systems and tracking across the NA manufacturing plants.
  • Responsible for the EHS&S  of self and team
  • Has a high working knowledge of the Site EHS standards. Facilitates people development to meet the working requirements and targets of the site.
  • Advise the Site Management team in identifying performance needs, develop strategies and tactics, systems and programs that manage change and drive improved performance
  • To facilitate site communications through utilizing all forms of print and electronic media.
  • Regular contact and interaction with other Stepan locations and Global HR functions across the company. Share best practices within the HR arena.
  • Maintain and grow external contacts relevant to HR information. Participate with teams of local peers.  Take advantage of Best practices.
  • Be an employee advocate during difficult situations such as discipline and investigations.  Insure consistency in discipline.  Resolve grievances
  • To facilitate selection, hiring of new talent and placement of employees with the full involvement of line management.
  • Provide employees with appropriate compensation, benefits in line with Corporate directives.  Benchmark with other Companies to insure competitive programs.
  • Provide input to contract negotiations, interpretation and administration of current collective bargaining agreement. 
  • To develop effective and continuous working relationships with organized labor representatives (elected stewards).
  • Handles, through self and team, all Union labor relations issues.
  • Develop staff through guidance, development planning, coaching and training, working to achieve performance objectives in the HR function.
  • Manages key projects and activities that are internal and external to the facilities e.g.  People development, Quality  improvement, PMP
  • To facilitate an effective Performance appraisal and People performance Improvement/Development process across plant at all management levels.
  • Develop, implement and maintain HR policies and procedures in accordance with Company, State and Federal requirements.
  • Provide appropriate recognition for employees using Recognition committee, as well as informal means.
  • To facilitate the development of a highly skilled workforce to meet the business needs and goals for all the services and people in the company.
  • Work with GLOD to design / update / incorporate Training needs analysis across all employees in co-ordination with managers.
  • To facilitate off site courses to enable specific roles to meet the priorities of the training plan.
  • To actively seek out new training providers to give the best results within the overall drive for business value, negotiating within overall budgetary requirements.
  • Prioritizes training across the site to fit in with business drivers, training hours, shift patterns etc.
  • Develops and manages the HR budget and delivers services within established budget parameters.
  • Has the ultimate decision in all HR related budgetary issues
  • Assist with overall site headcount budget

Qualifications

 Education andexperience:

  • Bachelors degree in Human Resources, Labor Relations or other related field required
  • Manufacturing experiencerequired; chemical or refining industry experiencepreferred
  • 10 years’ experience as an HR Manager preferred
  • Labor Relations experiencerequired
  • Experience managing HR activities for multiple sites
  • HRCI / SHRM certification preferred.
