Job Description

McKean Defense is an employee owned Naval Life Cycle Management, Engineering, Enterprise Transformation and Program Management business headquartered in Philadelphia, PA. McKean’s engineers, developers, technical staff, programmers, analysts, and program managers identify and deploy new shipboard technologies, integrate information technology across shipboard platforms, and develop strategies to support the Warfighter. McKean’s employees create strategic solutions to help customers reach new levels of mission support and transform their organizations.

McKean Defense is seeking to hire an HM&E Chief Engineer to support our Naval Business at the Philadelphia Navy Yard.  The HM&E Chief Engineer will perform the following tasks:


  • Increase McKean’s market position as the premiere lead for technical solution development for NSWCPD by:
    • Providing Technical leadership in the marketplace
      • Providing NSWCPD with complex engineering solutions by leveraging company-wide and partner capabilities
      • Meeting with customers and teaming partners to develop solutions resulting in the best technical results for our clients.
      • Visiting customers on a routine basis to ensure client satisfaction and our alignment with client technical challenges
      • Coordinating senior level strategies for customer/teaming partner relationships
      • Developing and supporting technical discriminators in support of capture efforts leading to new prime contracts and grow our support


  • Providing Technical leadership tointernal staff
    • Leading Design and Technical program review meetings with internal staff across NSWCPD marketplace
    • Leveraging and championing technical best practices across the firm
    • Supporting the management and mentorship of local Project Manager(s) and staff in performance of their duties, specifically related to technical excellence
    • Implement corporate and local policies for execution of engineering tasking


  • BA/BS degree in Engineering or equivalent education / experiencerequired
  • PE Preferred
  • Ability to manage cost, schedule, technical performance, personnel, and business development efforts
  • Ability to obtain and maintain a security clearance
  • Excellent communication skills (written and verbal) and ability to interact with customers and associates at all levels
  • Assist in the management of personnel including performance monitoring, evaluations, goal setting, and hiring



  • Extensive Technical background across HM&E Systems Engineering
  • 10+ years of technical experience with recent experience directly managing technical programs
  • In depth understanding of, and relationships with NSWCPD, NAVSEA, and Waterfront organization, personnel, responsibilities, and tasking.
