Job Summary:

The person hired for the position of Clinical Analyst Resource Manager will be responsible for overseeing and managing the design and development of Clinical and Economic Research patient classification content to ensure consistency and unification across our patient classification methodologies and provide support to the Product Owners ensuring that deliverable commitments are met with clinically precise and accurate specifications, documentation and integration into our product solution. You will continue to drive classification solutions and quality measures to the next level of clinical precision leveraging ICD-10 and clinical data for analytics that produce clinically credible actionable information linking the financial and clinical aspects of care at a national and global level. Collaborate with research team to develop approaches that combine the power of categorical models with big data to drive further refinement of our models enhancing our analytic abilities to express and summarize clinically relevant results of analyzing big data making results that much more understandable and actionable across the entire health system.

3M HIS has created a number of patient classification systems, coding and reimbursement methods, and quality measurement tools for inpatient and outpatient healthcare systems. 3M tools are used by state Medicaid agencies, managed care organizations, hospitals, and integrated delivery systems, and by healthcare systems in 25 countries worldwide. 3M also provides a variety of consulting services to the Center for Medicare and Medicaid Services (CMS).

3M products include Diagnosis-Related Groups (DRGs) for inpatient payment, Clinical Risk Groups (CRGs) for classifying capitation-based annual spending, and methods for identifying various preventable indicators of quality, including preventable readmissions, admissions, inpatient complications, ER visits, and outpatient ancillary services. 3M HIS also contributes to the maintenance of the Medicare DRGs, as well as ICD-10 coding conversions for CMS.

Each of these patient classification solutions requires maintenance, modification, and updating of the clinical specifications on a regular basis from the clinical analyst staff of HIS Clinical and Economic Research.

Primary Responsibilities include but are not limited to the following:

  • Lead a team of clinical analysts who are responsible for researching, designing and developing the clinical content and specifications for all the classification systems
  • Provide direct supervision to assigned staff, which includes hiring, establishing and tracking goals and objectives, assigning workload, training, and facilitating the performance review process
  • Responsible to define best practices for clinical analyst and mentor staff with duties such as research, analysis, clinical specification management, documentation, testing, documentation, support, and maintenance.
  • Guide research team including physicians on the direction, design, organizing principals of the clinical logic of the classification system
  • Lead team to establish overall design/direction/priorities and assist their POs in making priority decisions on daily workloads
  • Create an atmosphere of innovation, new R&D cultures and enable professional growth
  • Must be comfortable in fast paced agile environment with challenging deadlines, and be able to manage multiple tasks and changing priorities
  • Champion Scrum principles throughout the organization and consistently implement all aspects of Scrum across the department scrum teams.
  • Keep abreast of trends in the health care market and patient classification usage for payment and quality in related health care policy
  • Actively participates in relevant corporate programs/initiatives, complies with professional and quality standards complies with corporate policies and procedures, and acts in a manner consistent with 3M’s values and ethical standards.

Basic Qualifications:

  • Possess a Bachelor’s degree or higher (completed and verified prior to start) from an accredited institution
  • Minimum of five (5) years of healthcare industry experience
  • Minimum of three (3) years of supervisor experience

Preferred Qualifications:

  • Bachelor's Degree in Healthcare related studies, Health Information Management, or Health Information Systems
  • MBA, MPH, RN, MD, PhD

  • Experience leading a clinical analyst team developing clinical specifications during the research and design phase

Clinical Specification Design Skills:

  • Strong knowledge on patient classification development for risk adjustment and outcome quality (e.g. APR DRGs, EAPGs, CRGs, PPEs)
  • Excellent knowledge of disease and procedure classification systems, ICD-9, ICD-10, CPT, HCPCS and thorough understanding of official coding guidelines along with medical terminology, anatomy and physiology, disease processes
  • Experience with healthcare data and HIPPA requirements (inpatient and outpatient data, billing claims, healthcare informatics etc.)
  • Healthcare research experience as an investigator
  • Published in peer reviewed healthcare journals on quality outcome performance measures
  • Experience in presenting and training on clinical concepts, coding systems and underlying design of performance outcome measures in healthcare
  • Key characteristics include strategic thinker, creative, assertive, analytical, action-oriented, methodical, clear writing and messaging ability, fast learner, strong business acumen, excellent presentation skills
  • High integrity and work ethic are expected and highly valued
