We are seeking a dynamic leader to lead our PMO department for a large, billion dollar medical organization. This is a mature, dynamic, global company, with complex products (large instruments with 30-40+ complex subsystems per instrument). The organization globally has a 150+ year history and over 40,000 employees. This is a highly visible, executive level role with interactions at the corporate level of a 50B+ global powerhouse organization.

The Head PMO will be responsible for governance, methodology, practices and operations of the global engineering project management office. You will lead a team of Program Managers who deliver the value of the R&D pipeline to the medical device business (total headcount is 20+ oversight of programs/projects is thousands of people). You will assess current strategies of the business to understand projects required and define PM skill sets necessary for such projects. This role provides high level oversight across a dynamic, best-in-class, fast-paced organization - ensuring projects deliver on time, budget and with features.

?        Ensures compliance to all quality procedures and policies applicable to the product development project planning and reporting. 

?        Responsible for resourcing of all project management roles for all projects within the portfolio - i.e. core team leaders, engineering project managers, Scrummasters.

?        Responsible for quality of planning deliverables and quality of project performance metrics.

?        Responsible for completeness and timeliness of project planning actions including resource planning, critical chain planning and budget planning/forecasting.

?        Responsible for completeness and timeliness of project management performance metrics, such as product backlog burndown velocity, critical chain buffer consumption, resource utilization. 

?        Responsible for organizational capabilities of the PMO, ongoing skills development and alignment of transformational priorities to the overall global engineering transformation roadmap.

?        Responsible for measurable improvement of PMO excellence by using advanced tools and methods for planning and execution of product development projects.

?        Direct budget responsibility for all PMO resources. 

?        Direct responsibility for timeliness and completeness of required project plans and performance metrics updates. Develops and enhances best practices for planning and execution of system product development projects (i.e. critical chain, Scrum/Agile).

?        Participates in Global Engineering Organization EPS Management Team, PLM boards and other business oriented teams as required. Ensures that inter-functional teamwork is strong at all levels of the organization. Contributes to establishment of global engineering vision, strategy and tactics.                                                                                               

?        Establishes and administers procedures pertaining to system product development project management. 

?        Recommends cost center budget requirements and takes action to guarantee effective utilization of resources within approved budgets

?        Manages (directly and through subordinates) project management resources across all global engineering development sites. Responsible for long range resource planning, core competency identification and development of organizational structure.     

?        Establishes adequate oversight of all project files, project planning and change history, evaluates and maintains projects' readiness for internal and external quality audits.                                   

?        Develops, directs and maintains best practices maturity according to the global engineering scorecard and targets

?        Keeps abreast of current regulations and industry standards, through participation and research of pertinent literature.     

?        Oversees preparation of performance reports and ensures that all appropriate functional and core team representatives receive copies of these reports           

Desired Qualifications

?        Masters Degree in Engineering or similar, required

?        10-30+ years leading progressive Product Development management experience. Strong breadth of knowledge in the fields of system design, integration and testing. Must have high level PMO Executive leadership experience

?        Fully proficient in aspects of Agile, SCRUM and platform based development. 

?        Critical chain management and other constraint based planning methodologies

?        Ability to serve as influencer or change agent to process optimization.

?        Strong leadership, able to devise and communicate a clear vision for the future of project management practices and their pertinent differentiation potential

?        Understand the importance of strengthening department through the development of individuals who comprise that organization. Provide challenging tasks and assignments and maintaining an active dialogue regarding performance and career paths

?        Management experience in engineering, leading design of complex systems within regulated design control environment.  Business experience in resource allocation, budgeting, project management and leadership. High level involvement in professional association activities at the local and national levels.

?        Lead and manage complex groups and large size engineering departments across multiple locations. Ability to shift resources and priorities to meet critical deadlines. Quick and confident alignment of critical resources to shifting priorities across multiple projects.                              

?        Create a high performance, quality focused team culture and respect for each other. Encourage and expect innovation and input from staff at all levels. Ensure the teams understand their impact to customer and patient health through their contributions to the enhanced product experience and ongoing expertise support.

?        Function with cultural sensitivity both internally within the teams and with all levels of customers.
