Global Consumer Bank Head of Operational Risk & Control
Take an end-to-end view of GCB's risks and continue the design and implementation of effective in-business controls to ensure consistency in framework and execution quality.
Coordinate, structure and jointly operationalize with Business Management the achievement of world class controls built into the first line of defense.
Drive clarity and focus for GCB's Business Heads and Operations & Technology regarding the proper design of controls based on thorough assessment of risks, including input from Independent Control Functions, operational losses, internal and external fraud, Cyber and Information Security, etc.
Work closely with GCB Senior Leadership, Control Functions and Regulatory authorities to understand and execute against the quantitative and qualitative requirements for executing a world-class risk governance and control framework consistent with overall Citi policy and strategy.
Leverage and enhance governance structures and protocols to drive issue identification and resolution, significantly reducing all legacy issues and implementing the appropriate detective and preventive controls to mitigate future remedial issues
Drive program effectiveness by Region and Products for implementing corrective action plans, MCA programs, key performance metrics and key risk indicators; sponsor high percentages of IBAMS, reduce gaps in IA findings and MCA self-assessments, reduce operational losses, implement best-in-class AML/Sanctions screening and other key control programs.
Drive consistent, cross-franchise interaction and decision-making among GBUs, Functions and Regions.
Act as focal point for GCB CEO in knowing, understanding and synthesizing the state of control environment; prioritize through direct management of the Global Business Risk and Controls Committee (GBRCC).
Additional Functional Responsibilities
Serve as a senior advisor to the GCB CEO on all aspects of operational risk, reputational risk and responsible business practices, balancing risk management and client experience appropriately.
Foster effective partnerships with internal Control Functions and external constituencies, including regulators, community and advocacy groups, and industry/trade associations.
Create and manage the GBRCC.
Lead GCB efforts in resolution planning processes.
Drive awareness around activities with the CBNA legal vehicle and GCB-operated CBNA subsidiaries; maintain processes for appropriate management and escalation of issues including to the CBNA CEO.
Manage and ensure the overall Data Governance process including IMR remediation, EUC management and data tracing
Manage the AML, KYC, and Sanctions program for the Consumer Bank Globally and the Consumer Bank Support Utilities for the Retail Bank globally
Represent the Consumer business on all major management committees
Oversee the Treating Customers Fairly and Business Practices program for the Consumer Bank
Lead the transformation of the control environment in terms of optimizing the organizational construct; creating a more effective and efficient control framework and digitizing our controls monitoring and reporting
Lead accelerated completion of key outstanding controls issues by placing increased focus and resources assigned to remediating the issues and ensuring sustainability. This includes, but is not limited to, Compliance Risk Management, Risk and Controls Environment, Derivatives Structured Financing Transactions, London Interbank Bank Offer Rate, California Consumer Protection Act, etc.)
Drive effort to enhance design and/or reengineer of current processes aiming for simplification and automation across core processes
Through control issue remediation and process design, continuously develop associated preventative controls for implementation in all applicable areas to drive down the number of new issues
Bachelor's degree required. Master's or JD preferred
20+ years of business experience in related field
Deep understanding of risks, controls, regulatory requirements as well as the business model and industry dynamics of a global business
Background in general banking, consumer lending or credit cards.
Knowledge of best practices in Audit, Operational Risk, Compliance, Credit and Financial Operations areas
Proven track record of operating in a complex and varied business environment.
Ability to manage in matrix environment and to motivate and engage with senior control professionals
Excellent verbal and written communication skills - Able to present information to Executive level audiencesand regulators in simple, logical business terms
Ability to lead a large (5,000 +) global cross-functional team across the Consumer Business including technical, projectmanagement, risk management and operational management teams encompassing a diverse group of control professionals
