Duties:

•Construction Administration/Project Management work review, approve contract deliverables including; design submission packages (drawings, specifications, calculations, reports, analysis, renderings), material data, equipment data, system data, shop drawings and as-built drawings submitted by VA contractors.

• Prepare and approve construction project related documents, final payments, time extensions, change orders, submittal review, certified payrolls, justifications (including independent cost estimates for change orders) and medical center requirements.

• Make technical determinations related to necessity of work. Make recommendations to contracting whether to initiate a change in contract.

•Develop drawings, specifications, cost estimates and justification documents.

• Review contractor costs, proposed work and make recommendations to the contracting.

•Serve as the project manager on selected projects throughout the project's life.

•Utilize project management tools to deliver project budgets and schedules.

•Monitor contractor performance, terms, and conditions.

• Ensure work performed compliant with contract requirements.

• Identify deficient work, notify contractors and oversee contractor's required corrections past, present and future.

• Maintain a working knowledge of technical and contract requirements for each project. Identify and communicate all deficiencies to the contractor as well as oversee and track contractor resolution.

•Coordinate and participate in all daily, weekly, special, partial, pre-final and final inspections.

•Prepare inspectionreports, signs off completed projects, prepare final closeout paperwork and custody receipt.

•Coordinate training on new equipment for identified medical staff. Review, approve and distribute operation manuals to staff.

•Verify contractor submitted as-built drawings meet current VA computer assisted drafting standards.

•Perform technical research and coordination for utility outages, operational modifications and closures.

•Assess and determine medical center impacts and conduct necessary contingency planning departments impacted.

•Serve as COR and technical expert on multiple contracts, engineering planning, engineering analysis and reporting, A/E design, construction, maintenance and operations.

•Complete monthly updates to VA required project reporting systems, Veteran Support Service Center and Project Tracking Reports.

•Ensure timely acceptance/rejection of invoices for assigned contracts, ensure prompt payment and non-accrual of interest.

•Complete contractor periodic and final performance reports in accordance with VA requirements.

•Research, prepare data and calculations for original design and construction packages.

• Research and edit specifications from sources such as Federal and VA guides, manufacturer specifications and industry standards.

•Research and extract data from a variety of sources including handbooks, guides, master specifications, manufacturer literature, VA design guides & bulletins, code, accreditation requirements, life safety and fire code.

• Prepare new or adapt existing specifications for project materials, equipment, and installation.

•Prepare original plans and specifications not covered by published guides or accepted resources.

•Prepare initial and final design layouts, construction packages, cost estimates, construction materials and methods covering a broad range of engineering systems and problems.

• Review and select from a variety of acceptable methods, techniques and solutions.

•Develop specialized engineering and construction in a healthcare environment, including handicapped accessibility, specialized utility, specialized electronics, telecommunications and health care fire safety.

• Manage, develop and complete designs within budget, time, scope and operational requirements.

• Manage, develop and participate in the designs of extremely specialized medical programs and equipment.

• Coordinate, manage and oversee the preparation of plans, cost estimates, specifications, calculations and drawings for building service equipment additions & replacements, station level and site-specific projects, NRM, minor improvement and completion of Major construction projects. •Coordinate, manage, prepares, document and review contractor submissions.

•Makes formal and written recommendation of award to contracting.

• Reviewing Architect/Engineering firm's technical ability and make formal written recommendations to management.

• Review proposal documentation for compliance, completeness, realism, and feasibility.
