REPRESENTATIVE DUTIES
Financial Analyst I
Maintains, extracts and various forms of data such as financial, statistical, and clinical, Maintains and distributes reports and helps identify change opportunities. Assists analysts to provide basic forecasts and recommendations based on data analysis.

Assists with the preparation and completion of the Medicare Cost report. Prepares worksheets for the Medicare Cost Report. Assists analyst team with using cost report information to assist with forecasting models.

Assists with data generation and updating various performance software including but not limited to performance software, budget/financial software, cost accounting software, etc.

Produces basic data reports including but not limited to: clinical, financial, operational, and quality. Works with users of the data to improve capture and presentation.

Prepares month end reports including coordinating department narratives into analysis reports. Verifies data reported and researches variances.

Alternate for month end close responsibilities to include but not limited to: various system uploads and interfaces are completed timely and revenue cycle journal entries completed timely.

Financial Analyst II
Maintains, extracts and analyzes various forms of data such as financial, statistical, clinical, and performance parameters and results for ANTHC. Creates reports and helps identify charge opportunities. Provides basic forecasts and recommendations based on data analysis.

Recommends implementation on software and hardware use to capture, store, retrieve and report on statistical data. Uses software in most efficient and productive manner as well as training users and other staff members use of various applications or databases. Performs presentations to use software. Drafts procedures and policies associated with using software and statistical data.

Analyzes and evaluates processes related to information and data flow. Periodically reviews site parameters and local tables with assigned groups for accuracy and completeness. Serves on various standing and ad hoc teams. Participates as a key member of the Revenue Integrity team and ensures that charges are captured for all billable services.

Prepares and reviews worksheets for the Medicare Cost Report. Primary point of contact for the completion of the document. Assists analyst team with using cost report information to assist with forecasting models.

Primary financial services position for coordinating with departments, strategic planning and quality for benchmark performance. (Action OI)

Primary position responsible for maintaining cost accounting system. (EPSi Product Line Analyst)

Financial Analyst III
Develops ANTHC operational and capital budgets.  Assists division directors in developing revenue projections and expenditure plans; calculates return on investment for new services.  Assists with the development of business plans; presents financialreports for approval.  Reviews and modifies department, service line and total system budgets with administration, management and the Chief Financial Officer.

Develops strategic plans and tactical goals for the department; determines scope and priorities of projects; coordinates resources required to achieve goals. Where applicable develops financial modeling to assist for forecasting future performance based on internal and external drivers.

Assists with working with Revenue Management leadership in formulating solutions that address root causes and assists in the prioritization of the recommendations

Assists with identifying unifying trends from multiple reports and packages information for consumption by all levels of management

Assists with presenting forecasts, operational performance and financial results to ANTHC leadership on a monthly basis.

Analyzes operational results. Analyzes and resolves problems with electronic accounting systems. Facilitates financial corrective actions. Interviews department directors to determine reasons for variance from budget. Analyzes and reconciles general ledger

Primary financial contact for self-generating departments outside of the ANMC service line. Assists with ensuring various targeted margins are met. May assist with marketing, contract development, and potential business development opportunities associated with the programs.

Develops, manages and monitors project budgets and contracts.  Completes internal and external written and oral reports professionally and in a timely manner.  Coordinates with ANTHC finance department to insure timely and accurate financialreporting.

Provides leadership, direction, and guidance to assigned staff.  Develops goals and priorities in conjunction with employees, and assigns tasks and projects.  Develops staff skills and training plans.  Counsels, trains, and coaches subordinate staff.  Implements corrective actions and conducts performance evaluations.

Performs other duties as assigned or required.

Required Skills

All Levels
• Knowledge of a broad range of patient care activities.
• Knowledge of Cerner ProFit and Procure is desirable.
• Knowledge of Business Objects software desirable.
• Demonstrated skill in using Excel and Powerpoint .
• Demonstrated skill in using data mining tools such as Crystal Reports.
• Demonstrated skill in understanding database tools such as SQL of Business Objects.
• Skill in working independently to plan, coordinate and implement projects and to complete projects on schedule.
• Skill in problem solving, financial analysis, and statistical analysis.
• Skill in oral and written communication.
• Skill in managing multiple priorities and tasks concurrently and meeting deadlines.

Financial Analyst II
• Knowledge of the hospital environment and how the different services and functions interact.
• Knowledge of current ANTHC clinical software applications is desirable.
• Knowledge of generally accepted accounting principles, practices and their applications.
• Knowledge of principles of mathematical and statistical computations.
• Knowledge of corporate compliance in healthcare.
• Knowledge of the outpatient and inpatient revenue cycles
• Knowledge of reimbursement guidelines.
• Knowledge of current healthcare industry Privacy Act and security requirements.
• Skill in working independently to plan, coordinate and implement projects and to complete projects on schedule.
• Skill in assessing and prioritizing multiple tasks, projects and demands. 
• Demonstrated ability to communicate effectively at all levels, to speak in front of groups and to communicate in writing through policies, procedures, memoranda and training materials.
Financial Analyst III
• Knowledge of applicable statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
• Knowledge of the principles and practices of cost accounting, budgeting and strategic planning.

• Skill in managing large and complex budgets, and general accounting systems.
• Skill in analyzing and evaluating accounting and internal control methods and financial reports.
• Skill in analyzing financial issues and making logical recommendations based on findings.
• Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and federal agencies.

Required Experience

MINIMUM EDUCATION QUALIFICATION
Financial Analyst I
A high school diploma or GED equivalent.
Financial Analyst II
A Bachelor’s degree in Accounting, Math, Finance, Information Systems, Management, or related field.  Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.
Financial Analyst III
Master’s degree in Accounting, Math, Finance, Information Systems, Management, or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION
Financial Analyst I
Non-supervisory - Six (6) years’ experience in tracking, reporting, and/or analyzing statistical or financial data.
Financial Analyst II
Non-supervisory - Six (6) years’ experience in tracking, reporting, and/or analyzing statistical or financial data in a healthcare environment. An equivalent combination of relevant education and/or training may be substituted for experience.
Financial Analyst III
Non-supervisory – Ten (10) years professional work experience in senior finance positions.  An equivalent combination of relevant education and/or training may be substituted for experience.

Financial Analyst I
Bachelor’s degree in Accounting, Math, Finance, Information Systems, Management, or related field preferred.
Financial Analyst II
Master’s degree in Accounting, Math, Finance, Information Systems, Management, or related field preferred.
Financial Analyst III
Master’s degree in Accounting, Math, Finance, Information Systems, Management, or related field preferred.

PREFERRED EXPERIENCE QUALIFICATION
Experience in the Alaska Tribal Health System. 

PREFERRED CERTIFICATION QUALIFICATION
Financial Analyst III
Certified Public Accountant (CPA).
