Job Title: Sr Consultant

Location: Washington, DC

Duration: 3-5 years

Financial Statement Reporting:  

ICE currently utilizes the FFMS (Federal Financial Management System) as its core financial system. Once the transactions have been completed, the Financial Statement Reporting and Analysis must review the financial data for accuracy and completeness for submission of the adjusted trail balance to help produce the consolidated financial statements for DHS.   

a. The candidate shall assist in the preparation and compilation of the ICE and ICE's customers monthly, quarterly, and annual financialreports and TIER reporting in accordance with OMB A-136, Financial Reporting Requirements and DHS Component Requirements Guidance.

b. The candidate shall assist in conducting financial analyses and reviews, which includes Treasury tie-points, abnormal balances, and checks and validations necessary for accurate and timely quarterly and year-end reporting to DHS, Treasury and OMB.

c. The candidate shall assist in the development and implementation of recommendations and solutions to address issues, inefficiencies and challenges identified during the analyses, audit and internal control findings, and DHS directives.

d. The candidate shall provide financial management and accounting support and advice based on requirements identified in DHS directives, Federal GAAP, Treasury and OMB requirements. This will be provided in the forms of narratives, white papers, position papers, briefings, etc.

e. The candidate shall utilize accounting and financial management knowledge of DHS, ICE, and the agency's financial management system to assist in identifying areas that pose a risk to DHS audit goals. Develop materials and documents to support, explain, and brief personnel.

f. The candidate shall support DHS audit objectives by assisting ICE in responding to audit requests and questions, which includes developing position papers, reviewing and providing populations and sample items, and providing recommendations and solutions for improving processes and validation efforts.

g. The candidate shall assist in drafting responses, conducting research, and providing feedback to ICE, ICE's customers, DHS, OMB, Congress and additional stakeholders, as needed, based on comments, questions and concerns raised by the various stakeholders.

h. The candidate shall assist in drafting and updating policies and procedures pertaining to financialreporting and analyses.

i. The candidate shall provide maintenance and technical support for the DHS Analysis Tool used by OCFO staff.

j. The candidate shall prepare the annual financial statement note template submission to ensure accuracy of the data.  All templates must be completed in accordance with DHS guidelines and must be submitted by the established due dates. 

k.   The candidate shall review and ensure that the information presented in the summarized data provided by FFMS is consistent in all material respects with the agency's audited financial statements submitted to OMB. 

l. The candidate shall post all monthly financial statements supporting documentation on the shared drive in a logical and traceable manner and made available for review by OFM management.

Minimum Qualification:

Bachelor’s Degree in Accounting, Finance, or Management, or two or more years’ experience in one of the following disciplines: Accounting, Finance, or Management
