  • The BD Manager will proactively develop and nurture relationships with key prospective customers, stakeholders and influencers, and industry professionals in the Federal Civilian market.
  • Attending industry events (ACT - IAC, FCW, AFCEA, Govloop, etc.) and serving as liaison for memberships and event participation.
  • Provide Proposal Support, Technical Writing, and Task Order Support for all federal bids
  • Account research, deep dive analysis of Federal accounts and their spending habits
  • Account planning and executing activities to identify, qualify opportunities, and close contracts to grow Excella’s business. 
  • Parse RFI/RFP requirements into understandable data chunks for a compliant response
  • Proposal support will be crafting data calls when we prime and completing data calls when we sub.  A data call can include but not be limited to a past performance template that needs to be completed or a capability template that needs to be completed.
  • Review RFI/RFP and craft the appropriate templates when we prime or complete the appropriate templates when we sub.
  • Reviewing and qualifying inbound RFIs, RFPs, and Task Orders for fit and making pursuit recommendations to our federal capture managers.
  • Supporting color team reviews of all proposals.


  • 6+ years well rounded experience and activities as an individual contributor for IT services/solutions within the federal civilian market
  • Understanding of the Federal Proposal life cycle
  • Ability to reach out to Federal integrator partners and Federal clients to obtain meetings
  • Understanding of the strategic priorities, budget, programs, and initiatives of the Federal Civilian market
  • Establish and mature strong relationships with influential customers, stakeholders, and influencers within 1 or more of the aforementioned accounts, with demonstrated ability to develop and nurture new customer relationships
  • Possess strong relationships with industry professionals within the large business and small business contractor community,
  • Develop in-depth knowledge of competitors and existing contracts within the Federal Civilian market
  • Successfully build a 12-24 month, pipeline of qualified opportunities and contribute to winning competitive contracts
  • Experience and knowledge of relevant IT services/solutions to include:  Agile Software Engineering, System Modernization and O&M, IT Strategy and Architecture, Cloud and Mobile Solutions, Digital Services, IT Infrastructure Engineering and Support, and Program Management Support
  • Desire to gain expertise and proficiency in a structured Business Development, Capture, and Proposal processes
  • In-depth knowledge of Federal acquisition life-cycle and associated regulations
  • Ability to make sound business decisions and use appropriate judgment
  • Self-initiator with ability to work independently
  • Strong relationship building and verbal/written communication skills
