About the Job
The Executive Director of 340B Pharmacy Operations provides leadership and direction for the strategic, operational, financial, and administrative functions associated with Beth Israel Lahey Health (BILH) entities that have a 340B program. Executive Director of 340B Pharmacy Operations initiates the administration and ensures the compliance and optimization of these services at the covered entities.
As a member of the executive leadership team, the Executive Director of 340B Pharmacy Operations is involved in a range of innovation, strategic planning, and program initiatives for all pharmacy services. S/he will work closely with executive leadership colleagues to evaluate best industry practices and internal systems, with an eye toward both future needs and budgetary considerations.
The Executive Director of 340B Pharmacy Operations will support the 340B pharmacy programs and oversee all compliance-related services, with a focus on sustainability, growth, quality patient care, and responsible oversite of pharmacy-related business strategy and initiatives. The person in this position will integrate 340 pharmacy services with all aspects of pharmacy business operations throughout Beth Israel Lahey Health. This position will also be responsible for helping lead the articulation of what the 340b program means to the institution and the community we serve as well as supporting our efforts to advocate for the 340b program locally and nationally.
Essential Duties & Responsibilities including but not limited to:
- Responsible for the shared services managing the 340b program (Contract pharmacy and Mixed use) with responsibility back to the covered entity.
- Establish strategic initiatives in collaboration with the BILH Pharmacy Inc. team and BILH leaders
- Facilitate and manage 340b compliance committee’s at the covered entities
- Develop and implement infrastructure around and processes for 340B practices for staffing, utilization management, budgeting, and reporting across BILH
- Standardize 340B pharmacy operations across BILH
- Collect and disseminate best practices across individual project teams to ensure consistency in the methodology and propagation of best practices across BILH
- Manage the relationships with Third Party Administrators and contract pharmacies and assist in contract negotiations with them.
- Identify and track all practice-related costs including technology, data acquisition, license fees, and contract pharmacy arrangements
- Prepare and maintain detailed work plans for all 340B implementations and coordinate with engagement leads on all implementation-related activities.
- Identify and track high priority activities and potential implementation issues and work with engagement lead to resolve open issues.
- Participate in or lead implementation status calls with covered entities and document all activities stemming from status calls.
- Evaluate overall implementation project planning for common issues across clients and consistent bottlenecks across engagements to identify opportunities for improving 340B implementations and streamlining how we engage with clients.
- Identifying an appropriate cadence and content for regular communications regarding 340B issues
- Assessing logical opportunities for the 340B practice to expand its service offerings with existing and new locations
- Lead all 340B conference participation and steering committees meetings
- Partner with the community benefits team to develop reports and articulate the use of our 340b program
- Partner with Government Affairs group to lead education and advocacy around the importance of the 340b program
- Collect and address ad-hoc requests by working with practice staff and engagement leads.
Education:
- Bachelor’s degree in Business, Economics or Pharmacy
Licensure, Certification & Registration:
Experience:
- 2 to 5 years related work experience required in strategy and/or business development
- 3 to 5 years supervisory/management experience required
- In-depth knowledge of the federal 340B program
- Proven 340b track record for split-billing and contract pharmacies
- Ability to work cross-functionally with finance, pharmacy, and system leadership
- Understanding and knowledge of third party administrators such as WellPartner, PSG, Verity, and Sentry
Skills, Knowledge & Abilities:
- Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications. May produce complex documents, perform analysis, and maintain databases.
Preferred Qualifications & Skills:
- Advanced Degree (MBA, JD, MPH, MPP/MPA or equivalent)
- Advance 340B Certifcation
