Communicate with Project Managers, Construction Managers, Scheduling, Costs Leads, and MOC: scope, unit quantities, budgets, historical pricing, and estimates.
Ensure costs estimates are issued on time with documents to support the estimate assumptions, exclusions, and anticipated accuracy ranges.
Responsible to initiate and support providing internal groups such as Land Services, Environmental, CNG/LNG, Region/District Operations, and others with information to gain inputs for estimates.
Interpret drawings, technical specifications, quoted pricing documents, engineering standards, permit language, and contracts to use as a basis of estimate.
Work closely with Project Managers to review project scope, identify deviations from planned scope and budgets, and explain variances. Advise estimating basis throughout project lifecycle.
Provide constructability feedback to construction management and project management teams.
Estimating by scope to ensure successful cost controls to track: direct costs, budgets, and allocations.
Support Project Management team with estimates, estimate validation, and input to support Management of Change.
Recognize historical trends and provide project teams with re-baselined estimates as needed.
Work closely with project controls to gather historical information to provide estimating with precedence as a basis for estimates.
Properly read schedules and estimate as per the schedule.
Organizing and tracking of estimating documents throughout the approval process, documenting assumptions and exclusions throughout the project lifecycle, and saved for auditing purposes.
Prepare graphs, diagrams, and other exhibits to illustrate cost estimate basis for management.
Create and maintain estimating processes, procedures, and templates.
Create and be the lead for estimating plans, assigning, reviewing, and managing other estimators’ key deliverables as per the plans.
Scheduling and attending meetings, as required.
Complete additional duties as assigned.
BA/BS Technical required; Generally, 6-10 years of relevant experience in estimating.
Hands-on experience and general knowledge of estimating, including budgeting, change management, construction, and reporting.
Thorough knowledge of cost estimating software and methodologies.
Possesses and is recognized as a functional expert and thought leader in estimating.
Uses best practices to solve functional estimating problems and improve processes in support of business challenges.
Independently works through individual projects and/or plays a key role in a portfolio of projects.
Ability to interpret documents for cost, estimating, change management.
Ability to understand agreements, and purchase orders.
Ability to understand and interpret detailed engineering drawings, technical specifications, standards, and permits.
Solid analytical and problem solving skills. Accuracy and attention to detail critical.
Advanced proficiency with applicable software cost applications.
Ability to meet deadlines and manage priorities is critical.
Ability to deal effectively with stressful situations.
Ability to work with multiple discipline projects.
Time management and organizational skills.
Ability to effectively communicate and take leadership role in preparing and presenting complex reports to senior level management is critical.
Strong written and verbal communication skills are essential. Ability to transfer subject matter expertise to other team members.
Preferred Skills and Experience:
PMP or any AACE certification preferred.
Pipeline, Gas Facilities, Utility experience a plus.
Experience on engineering, environmental, procurement, and construction projects desirable.
Proficiency level with Microsoft Office products. Estimating software (B2W, Hard Dollar, HCSS, Sage Timberline) experience a plus.
