Job Description     General Responsibilities:

Terracon is currently seeking an Environmental Regulatory Compliance Specialist for our office out of Jackson, MS. The candidate will primarily perform planning and permitting services for projects in our transportation sector to include conducting audits, environmental site investigations, Phase I/II site assessments and field surveys. Identify, evaluate and recommend compliance strategies/designs to ensure compliance with federal, state and local regulations.  Prepare environmental permit applications, risk assessments and technical documents including proposals, reports and regulatory agency correspondence.  Develop environmental contingency and protection plans including storm water pollution prevention plans, spill prevention control and countermeasures plans.

Regulatory elements include: RCRA Solid and Hazardous Waste, NPDES Storm Water, Municipal POTW Wastewater Treatment, Tier II Right to Know and SPCCC. Knowledge of OSHA regulations.

Essential Role and Responsibilities:

    Follow safety rules, guidelines and standards for all projects.  Participate in pre-task planning.  Report any safety issues or concerns to management.
    Be responsible for maintaining quality standards on all projects.
    Mid-level, experienced scientific professional responsible for conducting site testing and making recommendations for systems design on medium sized projects with a variety of complexity.
    Performing studies related to NEPA for DOT/FHWA; local, state, and federal permitting through a variety of agencies; and agency consultation with key regulators
    Marketing and growing the business and client base
    Planning and permitting work for the public sector
    Managing projects for complex, technical regulatory-driven projects for clients in the transportation market sector
    Working with environmental scientists (e.g., air, noise, socioeconomics, and other physical resources), natural and cultural specialists, planners, other project managers and support staff across multiple teams, departments and offices
    Working with and mentoring staff
    Being a vital part of project and study teams focused on surface transportation (roadway, transit, bicycle and pedestrian) studies for various clients
    Performs site visits, field observations and field data collection or assignments.
    Implements technical requirements to complete client projects by directing and supervising field staff to sample, test and collect data and/or document site activities.
    Responsible for developing written proposals to clients for both small and large projects including quality control review of proposals written by others.
    Evaluates complex laboratory and field data and assembles in written reports.
    May serve as team member or lead in meetings and communications with client pertaining to specific projects/tasks.


    Bachelor’s degree in Environmental Science or related science field and 5-10 years’ related experience.
    Knowledge of OSHA regulations
    Master’s degree preferred.
    Certification in field of expertise required.
    Valid driver’s license with acceptable violation history.
