Job Description

The Enterprise Portfolio Manager is responsible for establishing, directing and ensuring strategy and performance of all projects/initiatives assigned to the Portfolio. Ensures the projects stay aligned to achieve the strategic plan, facilitates governance, decision-making and benefits achievement. Directs the strategy, governance, resourcing, performance, communication and risk management processes of the EPMO and Portfolio.

Duties include:

  • Govern the pipeline, roadmap, resource management, finance, and the processes/standards for all programs and projects across the portfolio
  • Formulate and implement best practices across teams and offerings
  • Provide consultation on complex projects
  • Ensure that entire project lifecycle delivery and portfolio management is carried out in accordance with agreed standards
  • Ensure appropriate governance is in place for all projects so that accountabilities and responsibilities are clear
  • Actively engage with stakeholders, ensuring appropriate governance is in place
  • Be adept and sensitive in interpretation and resolution of contractual issues
  • Help set strategic priorities within financial / technology strategy constraints
  • Model professional project delivery performance and behaviors ensuring that team is meeting/exceeding stakeholders' expectations
  • Duties as required by State RFP and proposal as assigned.

Required Qualifications:

  • 6+ years of experience
  • 5+ years of demonstrated EPMO portfolio management experience directing large complex portfolios of projects
  • 5+ years of managing EPMO in the Health and Human Services Industry
  • Mandatory Project Management Certification (PMP)

Preferred Qualifications: (Soft Skills, nice to have skills)

  • Preference given for Portfolio Management Certification (PfMP)
  • Organizational experience establishing a PMO and training project managers
  • Experience working directly with State CIO
  • Strong oral and written communication skills
  • Excellent verbal and written communication skills
  • Excellent leadership qualities
  • Expert level Project Management skills and qualifications
