Responsibilities

The Executive Office of the President (EOP) system hosts a large volume of electronic records under the Presidential Records Act (PRA) and Federal Records Act (FRA) from the George W. Bush (43) and Barack H. Obama (44) administrations, as well as business decisions about the release of records in response to access requests. These systems control and preserve those records and are used daily to support authorized National Archives and Records Administration (NARA) staff in answering access requests under the PRA and the Freedom of Information Act (FOIA). NARA's EOP system, hosted in the FedRAMP-certified Amazon Web Services (AWS) GovCloud, is to be a model for future NARA PRA collections in the cloud and to accept new transfers of born-digital and digitized record content. The Barack H. Obama Foundation (the Foundation) is partnering with NARA to support this vision.

As the Enterprise Data Architect you will provide support to NARA in its efforts to evaluate a proposed Submission Information Package (SIP) specification and test trial SIPs of digitized textual records (DTR) from EOP 44 produced by the Foundation's vendor, to baseline a SIP design, to test, deploy, and deliver tools and procedures for the receipt and automated validation of archival SIPs suitable for ingest, management, access, and export in the EOP Cloud system.

Qualifications

  • Ten (10) years or more of experience in architecting large, distributed IT systems.
  • At least 6 years of relevant hands-on experience architecting cloud hosting environments in AWS for the purpose of system migration.
  • Experienced with several open source technology stack and web frameworks.
  • Experienced in Java, Search & Big Data Technologies like Apache Spark, Yarn/Hadoop,
  • Dropwizard/Tomcat/Jetty, Jersey/Jackson, Solr/Elasticsearch/Lucene, Hbase and MapR.
  • Strong knowledge of LINUX operating system.
  • Strong understanding of web hosted applications and databases, especially PostgreSQL.
  • Minimum of five (5) years of relevant hands-on experience as a solutions architect for systems of similar size and scope to this task. Relevant experience includes, but is not limited to: Multi-tier application architectural design.
  • Designing and deploying dynamically scalable, highly available, fault-tolerant and reliable applications to the cloud.
  • Must have prior hands-on experience migrating complex, multi-tiered systems to the cloud.
  • Must have prior hands-on experience designing and developing Cloud workflow-based services.
  • Must have prior hands-on experience selecting appropriate cloud services for specific system requirements.
  • Experience developing and implementing cloud cost optimization strategies is required.
