The Navy Engineering Manager is responsible for the management and training of the Navy Engineering team by coordinating activities with regard to design, process, project and development, production, improvement and testing of components, products or systems. Provides planning, direction and coordination for all technical activities through optimum use of engineering personnel, equipment, materials and facilities. Directly responsible for ensuring the Project Engineering department conforms to company quality systems procedures as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide leadership and direction to engineering team encompassing all aspects of general engineering practices including the design of new products, modification of existing products and production support.
Possess expert knowledge of fluid control technology for Navy applications, project engineering and product development.
Confer with management, production and marketing staff to discuss project specifications and procedures, engineering feasibility, cost effectiveness and customer demand for new and existing products.
Coordinate and direct projects, make detailed plans to accomplish goals and direct the integration of technical activities.
Oversee engineering schedules and follow up performance against estimates.
Assist with the development, coaching and support of all assigned personnel.
Ensure appropriate staff capability and resources are in place to meet program requirements
Provide input for preparation of budget requests.
Perform administrative functions such as reviewing and preparing reports to management on the progress/completion of work, approving expenditures, enforcing rules and making decisions about the purchase of materials or services.
Develop and implement policies, standards and procedures for the engineering and technical work performed in the department.
Ensure compliance of company policies, procedures and objectives regarding processes, initiatives and assigned projects.
Establish procedures and develop improved techniques for maintaining high standards of quality, reliability and safety in product designs and applications.
Administer personnel functions including recruitment, hiring, review and approval of job descriptions, selection and placement of personnel and performance evaluations.
Directly supervises employees in the Engineering Department in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, training and mentoring employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
A minimum of three years in managing technical personnel and complex projects plus three or more years of broad experience in Project Management or Project Engineering preferably in an Aerospace or Navy Manufacturing environment. Knowledge of applicable engineering theory, methods and practices. Ability to apply sound engineering principles to the solution of routine technical problems; perform complex mathematical and engineering calculations; handle multiple priorities, detailed work to meet project deadlines. Possess excellent communication skills both verbal and written, to support effective correspondence with internal as well as external customers; and the ability to read and interpret blueprints/specifications, technical writing. Experience in supplier and customer interaction; project management experience including budget and team responsibilities.
Knowledge of computer assisted engineering and design software and equipment to prepare engineering and design documents such as Autodesk Inventor, Autocad, Solidworks, CFDesign, and Cosmos for analysis; must be proficient in MS Word, Excel, Project, PowerPoint, and Outlook; and also have the ability to interpret FEA and CFD analyses. Knowledge of standard machine shop practices.
Requires U.S. Citizenship or permanent U.S. residency, and requires the ability to obtain a U.S. Government Security Clearance at the appropriate level.
EDUCATION and/or EXPERIENCE:
Bachelor's degree (B.S) in Mechanical Engineering or similar from a four-year college or university; fifteen years related experience and/or training; or equivalent combination of education and experience. An advanced degree in engineering is highly desirable.
