What You Will Do

The successful candidate will be expected to perform the following duties of this position:

  • Manage and lead the Engineering Services Division Engineering Project Delivery (ES-EPD), Electrical Engineering team. This team is responsible for providing Electrical and Instrumentation & Control (I&C) design solutions associated with Line Item projects, General Plant Projects (GPP), and facility Operation and Maintenance (O&M) tasks.
  • Ensure that you and your assigned staff, individually and collectively, provide design solutions that meet customer requirements, will be implemented successfully, and provide the best value in support of LANL missions (Effective Engineering):
  • Project designs meet project requirements through the application of engineering principles, theories, concepts and techniques while exercising appropriate engineering judgment.
  • Recognizing that Conduct of Engineering (CoE) allows for a graded approach commensurate with the risk posed by the project, ensure that all project design deliverables are developed in accordance with the LANL CoE policies and procedures.
  • Cultivate and maintain positive relationships with Engineering Services customers to include:
  • Ensure timely delivery of quality products and services that meet customer requirements.
  • Meet cost and schedule commitments to customers.
  • Hold team members accountable for meeting their cost and schedule commitments.
  • Review progress against approved costs and schedules, evaluate changes and, where necessary, implement and clearly communicate change control.
  • Communicate issues early to customers and EPD management to minimize impacts and facilitate recovery.
  • Maintain and revise LANL Electrical Engineering Standards, Master Specifications, and Standard Drawings, as needed.
  • Develop cost and schedule estimates for Electrical and I&C projects.
  • Ensure project designs are compliant with the LANL Engineering Standards and are approved for construction via the LANL Building Official (LBO) approval process.
  • Ensure that project designs have adequately defined functions, requirements, and codes of record in accordance with good engineering practices and Conduct of Engineering.
  • Provide mentorship, support, and oversight to assigned Electrical Engineers and designers/drafters.
  • Ensure team maintains required safety and security training and compliance; make safety and security an integral part of every task. Takes steps to stop work if unsafe conditions exist or security is compromised.
  • Participate in the management of the assigned employees including forecasting staffing requirements, recruiting and hiring qualified personnel, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  • Participate in the planning, coordination, and implementation of engineering management assessments of engineering design activities.
  • Assist the ES Division with audits and assessments by DOE and NNSA representatives and other external entities.

What You Need

Minimum Job Requirements:

  • Advanced technical knowledge and experience in Electrical (Power) and Controls engineering, such as general design, building automation systems, process control, equipment design and installation, construction practices, configuration management, and Design Change Control.
  • Previous experience in facility based design and construction projects.
  • Proven multi-disciplinary leadership and management, technical direction/goal setting, personnel management skills and budgeting of design projects.
  • Experience in technical baseline documentation development and management.
  • Strong interpersonal skills as well as excellent verbal/written communication skills and the ability to effectively communicate to all levels of management and staff.
  • Proven customer focus with the ability to translate customer needs and wants into effective designs.
  • Knowledgeable of the application of International Building Codes (IBC), National Electrical Code (NEC), Institute of Electrical and Electronics Engineers (IEEE), and International Existing Building Codes (IEBC) alteration levels as they apply to facility modifications.
  • Knowledge of related non-reactor nuclear codes, standards, best engineering practices, and safety basis concepts.
  • Demonstrated experience with development of designs and modifications to operating non-reactor nuclear facilities.
  • Management or supervisory experience.

Desired Skills:

  • Knowledge of LANL policies and procedures.
  • Knowledge of DOE Orders and Code of Federal Regulations as they apply to LANL project execution.
  • Previous successful experience in facility based design and construction projects
  • Advanced experience in both Design-Bid-Build and Design-Build project execution projects.
  • Knowledge of DOE Orders and Code of Federal Regulations as they apply to LANL project execution.
  • Registration as a professional engineer
  • Knowledge of the LANL Electrical Safety Program. The candidate should qualify as an Electrical Safety Officer within 2 years of hire date.

Education: Bachelor of Science degree in Electrical Engineering or closely related engineering from an ABET Institution.
