General Definition of Work
Manages and performs complex professional work managing the design, installation, operation, maintenance and repair of the City's electric operations systems and facilities, designing, and repairing the fiber system, preparing, and administering department budget, maintaining files and records, preparing reports, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Public Works Director. Departmental supervision is exercised over all personnel within the electric and tree departments.

Examples of Duties
Essential Functions
Plans, organizes, directs, and coordinates the activities of electric system distribution and transmission.
Manages and recruits and selects department personnel; assigns, directs, trains, inspects, and evaluates the performance of assigned staff; transfers, promotes, suspends, demotes, and terminates staff; coaches, counsels, and disciplines staff; develops staff schedules.
Receives and responds to inquiries and complaints in person and via telephone.
Assist in the planning of projects with engineers and developers, reviews system and project drawings and maps.
Monitors and analyzes load management controls and SCADA operations.
Prepares and administers department budgets and capital budgets; prepares, maintains, and distributes, as required, departmental records and reports, approves departmental purchases.
Performs the design and repair work on the fiber optic system.
Research new equipment and methods to complete projects more efficiently; prepare equipment and material specifications.
Performs the design and repair work on the fiber optic system.
May be required to work outside normal work hours in on-call and emergency situations.
Any other duties as assigned by the supervisor.
Provides excellent customer service when working with citizens, elected officials, and/or associates.
Supports the overall City organization by executing the directives as set forth by the City Manager and elected officials.
Typical Qualifications
Knowledge, Skills, and Abilities
Comprehensive knowledge of the principles and practices of electric utility organization and operation; comprehensive knowledge of the materials, methods and equipment used in the operation, maintenance and repair of electrical transmission, distribution, fiber optic and other systems and facilities; thorough knowledge of the layout of the City streets and of the locations of electric distribution and fiber optic facilities; thorough knowledge of design engineering as involved in planning and drafting electric distribution and fiber optic facilities; ability to plan, assign and coordinate the work of the assigned personnel; general knowledge of the City's policies and of legal restrictions regulating public utilities programs; ability to communicate effectively in both oral and written formats; ability to prepare and present complex technical presentations; ability to establish and maintain effective working relationships with City officials, contractors, consultants, engineers, associates and the general public.
Education and Experience
Associates/Technical degree with coursework in engineering technology, coursework in electrical engineering, or related field and extensive experience in electric utility management of an increasingly responsible nature, or equivalent combination of education and experience, or related field and extensive experience in public works operations including considerable supervisory experience, or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; frequent exertion of up to 25 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to outdoor weather conditions and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Valid commercial driver's license with B endorsement in the State of North Carolina, or the ability to obtain within six months of hire.
