Position Title: Education Associate, Enterprise Infrastructure Manager

Reports To: Director, Technology & Data Office

Description of Position: The Education Associate, Enterprise Infrastructure Manager is responsible for managing the Department's technology infrastructure and day-to-day operations. and is key in Delaware's educational information system, standard implementation, and policy development. This position is responsible for desktop support, networking engineering, database administration, backups, and maintaining the Department's Disaster Recovery Plan. In addition, this position serves as the Department's Subject Matter Expert (SME) on networking and provides technical assistance and guidance to Department staff and Local Educational Agencies (LEAs), State Agencies, and public customers.

Major Responsibilities:
Infrastructure Management
  • Manages the Department's internal technology infrastructure and end user equipment.
  • Develops and ensures compliance with the Department's policy and procedures.
  • Develops and ensures the Department's Disaster Recovery Plan is comprehensive and up to date.
  • Administers centralized statewide support for Delaware's end-of-life hardware resources (PARTECH).
  • Supports all state and federal data collection and reporting efforts by maintaining up to date software and hardware resources.
  • Manages the development and maintenance of custom and off-the-shelf applications that support LEAs.
  • Serves as the department's networking Architecture Review Board (ARB) point of contact.
Connect and Collaborate with Other State Education Offices, Programs, and Staff
  • Provides innovative practices and exemplary services as a support organization to all stakeholders, including Department staff and LEAs.
General Duties
  • Provides effective leadership and management to full-time staff and contractors assigned to the Infrastructure Management Team to ensure schedules are up-to-date and work is performed.
  • Performs other duties as assigned.

Essential Qualifications:

Education:
Bachelor's degree in the areas of accounting, business, finance, mathematics, statistics, engineering, computer science, social sciences, or related field required. Master's Degree preferred.

Experience:
  • Demonstrated knowledge of Scrum Methodologies
  • A minimum of four (4) years of experience technical engineering experience in two or more of the specific Security Engineering disciplines: Network Security Tools (Firewalls, IDS/IPS), Application Security Tools (Web Application Firewall), Endpoint Detection and Response (EDR), Cloud Security Systems and Tools.
  • A minimum of five (5) years of experience managing a diverse group of professional, technical and support staff, with a strong customer service focus.
  • Proven track record of management through collaboration, stakeholder engagement, and leadership.
  • Demonstrated expertise in managing multiple large-scale technology and data projects while ensuring that goals, expectation, and priorities are met.
  • Experience collaborating with multiple stakeholders to lead change or improvements in technology.
  • Demonstrated proficiency with Microsoft Operating System and Office Products.
Skills:
  • Must have excellent oral and written communication skills.
  • Must be proficient in performing responsibilities with minimal supervision.
  • Must be skilled in setting priorities, working under pressure, and working in collaboration with others.
  • Must be able to proactively solve problems with professionalism.
  • Must possess excellent interpersonal skills and the ability to deal with staff in a tactful, congenial, and personal manner.
  • Must understand the Department's organizational aims and objectives.
  • Must be experienced in exercising discretion and confidentiality in all professional duties.
  • Project management skills resulting in executable project plans with reasonable goals and time frames.
  • Ability to disseminate information on both a technical and general operational level.
Salary:
Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
