Earned Value Manager

Responsibilities:

-Be responsible for Earned Value Management leadership and support. Provide EVM leadership and support to the Technical Integrator (TI) contract. Will provided guidance to the respective Integrated Product Teams (IPTs) in support of Earned Value Management and reporting (EVM), scheduling, and financial management utilizing EVM tools and processes.

-Manage the cost, schedule, and performance of projects.

-Develop analysis for variances. Report monthly actual performance against forecast, and quarterly estimates at Complete (EACs), schedule and cost variances.

-Able to define, document, and implement project financial management practices and procedures based on prior experience and industry best practices.

-Ability to prepare and deliver program and procedural documentation, training materials, planning documents, status reports, and risk management reports.

-Manage and support incorporation of resource loaded schedules into the program baselines. Conduct briefings and prepare comprehensive reports to advise control account managers, program leadership, and executives on project plans and progress.

-Ability to partner with Control Account Managers (CAMs) to ensure success in their respective work scope areas.

-Lead various data/report/analysis efforts related to data gathering to support requests for service or to modify program measurements and drive improvement.

-Lead the preparation for monthly cost performance reporting for respective IPT area.

-Support preparation for program Integrated Baseline Reviews (IBRs).

-Lead the monitoring of internal controls & accounting reporting systems to ensure that company systems are providing accurate and reasonable accumulation and recording of costs charged.

-Collaborate on efforts with other Earned Value Managers and financial analysts, and coordinate inputs with the schedulers.

What you'll achieve:

First 30 days

-Become familiar with the tools and processes.

-Become familiar with internal and external business rhythms.

-Orientation/Training for programs.

-Training on Unanet Tool.

-Partner with assigned IPT area and establish rhythm of engagement to ensure monthly reporting success.

60-90 Days

-Ability to perform a baseline/re-baseline in Unanet.

-Assist CAMs with ETCs Updates.

-Develop Variance Analysis Reports with CAMs.

-Lead the monthly control account reviews and cost reporting process for your respective IPT.

90+ Days

-Cross collaborate and identify and implement 2 opportunities for process improvement.

-Achieve proficiency with tools, processes and business rhythms.

-Lead the validation and implementation change requests for your IPT.

-Develop and maintain dashboard reports in Unanet.

Qualifications:

-Bachelor's degree in accounting, finance, or related business discipline.

-Project Management Professional (PMP).

-At least 10 years of experience on government programs performing earned value management, analysis and reporting.

-Familiarity with project management approaches, tools and phases of the project lifecycle including Agile.

-Tools/Technology Experience: 3 years of experience using Unanet Project Management Module. Working knowledge developing, implementing and maintaining pricing and financeprocesses with automated tools. Skilled in financial tracking and reporting tools. Excellent knowledge of MS Excel and Outlook.

-Organizational Skills: Can plan and prioritize work, both their own and that of project team. Can work with little supervision, multi-task, and learn quickly. Follow tasks to their logical conclusion and makes sure that everything has been done to the right standard. Excellent attention to detail.

-Team Work: Able to enthuse and maintain team interest. Comfortable working both individually and as part of a team. Prepared to challenge ideas within a group in a constructive way. Ability to influence others and move a team toward a common vision or goal.

-Leadership: Acute business acumen. Able to work effectively at all levels in an organization.

-Communications: Ability to communicate clearly and efficiently to team members and clients, verbally and in writing. Able to present ideas in a variety of ways depending upon audience and context. Excellent active listening skills.

-Quantitative Management: Ability to determine process measures and track to determine process effectiveness and efficiency.

-Problem Solving: Ability to analyze problems and determine root cause, generating alternatives, evaluating and selecting alternatives and implementing solutions.

-Results oriented: Able to drive things forward regardless of personal interest in the task. Able to persist to bring tasks to their logical conclusion.

-Experience working with the Census Bureau is a plus.

-Unanet experience strongly preferred.
