Key Role:

Manage programs and projects which are moderately complex or a portion of a larger program. Apply knowledge of acquisition processes, contracts, and financials and experience with leading a program team through all phases, including standup of a new PMO, execution and closeout of a contract. Serve as a liaison with the program and project sponsor, customers, and other stakeholders, provide work leadership for junior employees, supervise existing staff, and hire and interview new personnel. Maintain responsibility for leading the strategic and technical efforts of a major NAVSEA Navy program office responsible for surface ship weapon systems, naval ships, systems engineering, production engineering, foreign military sales, or equivalent engineering efforts. Act as an advisor to the major program manager, manage and lead the program office’s engineering support team, analyze and manage funding and budgets, work with the contracting officer's representative, review user or technical requirements, identify tasks, assign and coordinate resources, and create and track project schedules. Maintain excellent business relationships across the NAVSEA Headquarters market and identify, shape, and win complex opportunities for the NAVSEA Headquarters market. Maintain relationships with relevant OEMs and support contractors and develop and execute capture plans and teaming strategies.

Basic Qualifications:

-10+ years of experience with the Navy with progressively complex acquisition management for a government contractor

-4+ years of experience in working closely with NAVSEA Headquarters clients

-Active Secret clearance

-BA or BS degree
